Mass media has frequently covered stories concerning "outsourcing" or the moving of U.S. jobs to foreign locations by U.S. multinational companies. More often than not this "outsourcing" is of benefit to the companies' owners and managers. The discussion has spilled over into the political debate with candidates for national office making statements and suggesting policies for dealing with the issue. Due to the fact that many companies have fragmented the production process, however, it is difficult to examine the effect of "outsourcing"- the transfer of a business function from inside a firm to an outside source, with no reference to borders of countries- and "offshoring"-the movement of jobs that had been in the United States to a foreign location, without regard to business ownership- on the U.S. as many imports contain U.S. parts and many exports contain foreign parts. In the current situation, Congress mandated a study by the National Research Council, which was undertaken by the Committee on Analyzing the U.S. Content of Imports and the Foreign Content of Exports under a contract with the U.S. Department of Commerce. Analyzing the U.S. Content of Imports and the Foreign Content of Exports presents the findings of the committee.The committee refers to the availability and quality of data on the foreign content of U.S. exports and the domestic content of U.S. imports as "the content question." This was not been an easy task as data on actual content simply do not exist.

In this spirited and provocative book, Edward Leamer turns an examination of the Heckscher–Ohlin framework for global competition into an opportunity to consider the craft of economics: what economists do, what they should do, and what they shouldn't do. Claiming “a lifetime relationship with Heckscher–Ohlin,” Leamer argues that Bertil Ohlin's original idea offered something useful though vague and not necessarily valid; the economists who later translated his ideas into mathematical theorems offered something precise and valid but not necessarily useful. He argues further that the best economists keep formal and informal thinking in balance. An Ohlinesque mostly prose style can let in faulty thinking and fuzzy communication; a mostly math style allows misplaced emphasis and opaque communication. Leamer writes that today's model- and math-driven economics needs more prose and less math. Leamer shows that the Heckscher–Ohlin framework is still useful, and that there is still much work to be done with it. But he issues a caveat about economists: “What we do is not science, it's fiction and journalism.” Economic theory, he writes, is fiction (stories, loosely connected to the facts); data analysis is journalism (facts, loosely connected to the stories). Rather than titling the two sections of his book Theory and Evidence, he calls them Economic Fiction and Econometric Journalism, explaining, “If you find that startling, that's good. I am trying to keep you awake.”

The traditional flow of goods from primary production through to manufacturing and consumption has expanded across international borders conterminously with globalization. Vertical specialization (VS) in processing and manufacturing in China has driven export growth. In particular, intra-industry and intra-product trade between China, the US and East Asia has increased China's trade surplus over the long term. Vertical Specialization and Trade Surplus in China aims to measure the level of VS in the Chinese manufacturing industry to provide a more accurate representation of China's trade surplus, and gives empirical analysis on provinces and products with important VS activities in order to assess China's trade value-added. Exploring the vertical division of labour, and foreign direct investment (FDI) driving China's import and export imbalance, the book is divided into eight chapters, each covering an aspect of VS in China. The first chapter outlines the aims and method of the study. Chapter two covers VS trade pattern and trade surplus. In its April 2009 Communiqué, the IMFC called for a prompt start to the Fourteenth General Review of Quotas so that it is completed by January 2011--some two years ahead of schedule. The IMFC noted that the review is expected to result in increases in the quota shares of dynamic economies, particularly in the share of emerging market and developing countries as a whole. The IMFC also looked forward to further work by the Executive Board on elements of the new quota formula that can be improved before the formula is used again, and noted that this work should start before the 2009 Annual Meetings.
