Seminar paper from the year 2011 in the subject Politics - International Politics - Region: Africa, grade: 1,0, University of Constance (Department: Politics), course: Failed States in Sub-Saharan Africa, language: English, abstract: “Self-Government now” had been the outspoken declaration of many African leaders in the aftermath of second world war. The broader historical context opened a window for African countries to achieve statehood and new self-determination independent from war ridden European colonial powers. At the Horn of Africa and the neighbouring regions, similarly to the overall trend on the continent, countries became independent. Ethiopia gained first home rule in 1941, Somalia 1960 during the so called year of Africa, Sudan 1956 and Kenya in 1963. Yet, the new right of self-governance jointly with the difficult colonial heritage brought numerous new problems to African societies. Leaders faced new challenges to transform their territories to progressive and prosperous nation states bringing African countries modernity. However, many of the territories given independence found their way into state failure. As Collier (2007) points out in his book „The bottom billion“ that global poverty is actually falling quite rapidly for about 80% of the world. The real crisis is to be found in a group of about 50 failing states, whose problems challenge traditional approaches to reduce poverty. He argues that 50 failed states pose the central challenge of the developing world in the twenty-first century. On that account the phenomenon of failed states needs considerable investigation effort by scholars. One especially extreme case of state failure is Somalia. It is this African country, which had become the epitome of a failed state, such frequently quoted, mentioned and discussed in literature like hardly any other. Somalia attained an unknown level of media coverage when the US-led mission UNOSOM in 1992 delivered food and aid to Somalia culminating in the shot down of US Helicopters over Mogadishu by troops of General Mohamed Farrah Aideed, which led to an immediate withdrawal of US troops in October 1993.

Mohamoud's work considers the underlying causes for the breakdown of the state across both time and space. Time is considered across the triple history - the pre-colonial, colonial and post-colonial processes. Space is used in the sense of taking the whole of Somalia as a unit of analysis. Among the approaches, State Collapse and Post-Conflict Development in Africa covers the constraints in the harsh material environment; the subsistence pastoral mode of existence; the colonial intervention and the subsequent division of the land into five parts; Cold War geopolitics; decades of armed struggles; and the post-colonial crisis of governance. Dr. Abdulla (Awil) Mohamoud runs SAHAN, an academic research and consultancy agency, which conducts policy oriented research and fact finding missions abroad, mainly in Africa, undertakes evaluation and monitoring activities, provides training and offers advisory services on integration and multi-cultural issues. He holds an MA degree from Jawaharlal Nehru University, New Delhi, and earned his PhD at the University of Amsterdam. Mohamoud has served regularly as an election observer in UN, EU, Council of Europe and OSCE missions to conflict and war-torn societies (to East-Timor, Kosovo, Nigeria, Serbia, and Zimbabwe).

This is the twentieth in the annual series assessing major development issues. The report is devoted to the role and effectiveness of the state:what it should do, how it should do it, and how it can improve in a rapidly changing world. Governments with both centrally-planned and mixed economies are shrinking their market role because of failed state interventions. This report takes an opposite stance:that state's role in the institutional environment underlying the economy, that is, its ability to enforce a rule of law to underpin transactions, is vital to making government contribute more effectively to development. It argues against reducing government to a minimalist state, explaining that development requires an effective state that plays a facilitator role in encouraging and complementing the activities of private businesses and individuals. The report presents a state reform framework strategy:First, focus the state's activities to match its capabilities; and second, look for ways to improve the state's capability by re-invigorating public institutions. Successful and unsuccessful examples of states and state reform provide illustrations.

By applying Cohen and Gooch’s model to the Battle of Mogadishu, this paper shows that the failure of the TFR mission on 3-4 October 1993 was the result of a system failure. Secretary Aspin received far more blame than he deserved for making the decision. Misperception of the real impact tanks and APCs could have had on the overall mission is the real cause of this disproportionate blame. GEN Hoar and GEN Powell, in addition, bear as much responsibility as Secretary Aspin for the decision. Neither of these generals strongly advocated the deployment to Aspin even though the worsening situation on the ground merited their strong support. Both Hoar and Powell’s approval recommendations can be characterized as lukewarm. Aspin’s real failure was of not being more critical of the conduct of the TFR operations. In light of Secretary Aspin’s acknowledged concern over the number of similar operations conducted by TFR and his knowledge that the Administration was seeking a political solution, he should have notified MG Garrison of the policy shift though the JCS and CINCCENT and provided additional guidance on risk. Had Aspin either reassessed the risk of each TFR operation more thoroughly or done a better job coordinating the policy shift in light of the increased risks, it is likely that the three October raid would not have occurred.
