The tourism and leisure industries are among the fastest growing in the United Kingdom, generating jobs and spending and stimulating economic development. The hotel and catering sector is by far the best documented of the tourism industry and is the major employer. It is also an underqualified sector, despite a range of courses from craft to management level that are offered across the country. The professional association, Association for British Travel Agents, has worked with the City and Guilds of London Institute to establish a logically sequenced set of qualifications for entrants to and members of the travel agencies sector. In contrast, no such system exists for the public promotion sector. Changing demographics have focused attention on the need to adopt innovative approaches to meet labor needs. Public sector initiatives are providing leadership in training as government hands over responsibility for training to industry. Issues for the 1990s in tourism education and training include the need for quality of provision, standardization of provision, and harmonization with required qualifications in Europe. There has been little research on tourism in those European countries or regions which lie outside the continent’s main centres of production and population, even though tourism may be one of the few economic options open to them. This volume aims to fill a gap by presenting a range of case studies – including northern Sweden, the Orkneys, the tip of Norway and northern Cyprus – on tourism in the peripheral areas of Europe. Taking as a leitmotiv the paradoxes inherent in developing places whose very attraction may lie in their lack of development, the case studies investigate and illustrate both the opportunities and the threats that tourism presents to peripheral areas. Although they share certain similarities, the cases also demonstrate differing approaches to tourism development and varying outcomes over time. They suggest solutions for dealing with, for example, community participation as well as providing practical insights into visitor perceptions of peripheral areas and into ways of marketing such areas in a sensitive manner. The Committee highlights the key economic role of the UK tourism sector as a generator of income and jobs throughout urban and rural areas. However, problems encountered during 2001, such as the Foot and Mouth Disease epidemic and the effects of the September 11 terrorist attacks, have drawn attention to the structural problems within the sector after years of neglect by government. Amongst its findings, the Committee's report notes the serious under-funding of the sector, especially in England. Doubts are expressed regarding the proposed merger of the British Tourist Authority and the English Tourism Council into a single organisation and the lack of consultation involved. There is a need for statutory registration of accommodation providers across the UK. Overall, the Committee recommends that there should be a major rearrangement of departmental responsibility for the tourism sector and clearer ministerial leadership established to ensure that the Government gives the industry the priority it deserves.
