It is a bit confusing and uncomfortable to be born a Roman Catholic. Each of us certainly has a body of received dogma and moral teachings but received wisdom is quite another thing. Wisdom comes from living. Moral demands and dogmatics without reference to the individual mind and considered behavior is, at best empty and, at worst, a kind of cultural fascism. Most of us who worship regularly and identify ourselves with a particular religion are not theologians any more than we are constitutional scholars or very complete historians of our own countries. At the same time we share a set of problems and goals: How do you make practical sense out of faith and useful meaning out of Church teaching? We are as much creators of our faith and morality as we are consumers of church dogmas and morals. The goal of faith is hope, tranquility and meaning. To this end, stories need be told. “Shared stories” is one definition of family and community. The People of God can only be persons of faith who share their stories. Coping Catholic is shared stories and meditations on the Creed, Commandments and Sacraments of a baptized Roman Catholic. It initiates a dialogue within the Christian Community. It shares the life experiences of a church-going, college educated Roman Catholic and reports what he believes. It proceeds dogma by dogma in the Creed, commandment by commandment, sacrament by sacrament, and life experience by life experience. His story reports the what and explains the why. The author’s intent in sharing his story is that some readers will find a foothold of hope in the story of how another person, who shares much of their experiences and education, has learned to cope with the faith and doctrine many of us were born to.

This book is the report of a collaborative effort. Frank Porporino and I arrived at the starting point for our work together by very different routes. Originally trained as an experimental psychologist, I had become in creasingly restive within the confines of the laboratory, and spent a sab batical year in the equivalent of a clinical internship. I then spent some time as a part-time consultant in a local penitentiary. Most of my time in the institution was spent with inmates with a variety of problems, probably about 50 individuals over the course of a year. Although this was far fewer than a full-time psychologist in the system might encounter, it served as a quick cram course on problem prisoners and prisoner problems. Very quickly my stereotypes about convicts were shown to be virtually useless. I learned that the criminal classes included all levels of society, and that the behavior of prisoners was the same as that of other human beings in a difficult environment.

The focus of this report is Lord Paul's use of the Members' Reimbursement Scheme from late 2005 onwards. The Sub-committee on Lords' Conduct considered whether in this period Lord Paul had correctly designated two successive properties in Oxfordshire and Buckinghamshire as his main residence, and made claims for overnight subsistence and travel in relation to them. Lord Paul has acknowledged that he wrongly designated the Oxfordshire property as his main residence, has apologised and repaid a sum of money. Lord Paul maintained that he acted in good faith in making the designation and claims, but the Sub-committee disagreed. Lord Paul appealed to the full Committee on this point. The Committee, while not finding actions that were dishonest or in bad faith, conclude that: designation of the Oxfordshire property was a deliberate misrepresentation of his domestic arrangements; his actions were unreasonable, and demonstrated gross irresponsibility and negligence. The Committee recommends that Lord Paul be suspended from the service of the House for four months.
