This volume explores institutional change and performance in the resource-rich Andean countries during the last resource boom and in the early post-boom years. The latest global commodity boom has profoundly marked the face of the resource-rich Andean region, significantly contributing to economic growth and notable reductions of poverty and income inequality. The boom also constituted a period of important institutional change, with these new institutions sharing the potential of preventing or mitigating the maladies extractive economies tend to suffer from, generally denominated as the “resource curse”. This volume explores these institutional changes in the Andean region to identify the factors that have shaped their emergence and to assess their performance. The interdisciplinary and comparative perspective of the chapters in this book provide fine-grained analyses of different new institutions introduced in the Andean countries and discusses their findings in the light of the resource curse approach. They argue that institutional change and performance depend upon a much larger set of factors than those generally identified by the resource curse literature. Different, domestic and external, economic, political and cultural factors such as ideological positions of decision-makers, international pressure or informal practices have shaped institutional dynamics in the region. Altogether, these findings emphasize the importance of nuanced and contextualized analysis to better understand institutional dynamics in the context of extractive economies. This book aims to elucidate the divergent institutional trajectories of lithium policies in Latin America, shedding light on how industrial development of mining activities can emerge in specific extractivist contexts. While focusing primarily on Chile's lithium policy, the study is further enriched by shadow case analyses of Argentina and Bolivia, reinforcing the robustness of the findings. The research introduces an original typology of industrial policies associated with lithium and argues that the interaction between the state and the companies involved in lithium extraction plays a decisive role in shaping public policy. In this regard, the typology demonstrates its heuristic capacity to analyze green industrialization processes related to lithium. Grounded in theories of state capacity and business power, this analysis posits that the evolution of public policies in this sector is influenced not only by the strength of the state but also by the strategic positioning of businesses in relation to these policies. Given their pivotal role in natural resource-based economic activities, companies emerge as essential actors within the context of industrial policy. This analysis makes a theoretical contribution to state-business relations, engaging with broader debates on green industrial policy within comparative political economy and offering a fresh perspective on the topic. This book investigates the relationship between mining, mine closure and housing policy in post-apartheid South Africa, using concepts from new institutional economics and evolutionary governance theory. Mine closures present a major challenge to the mining industry and governments, with this being particularly noticeable in the Global South. This book argues that the dependencies created by the mining industry and mine housing policies while a mine is operational cause serious societal problems when it closes. To demonstrate this, the book applies the concepts of place attachment, asset-based development and social disruption. Conceptually, the book challenges the view that place attachment and asset-based development are the most appropriate and often the only policy responses in mining areas. In South Africa, the mining industry and the government have created comprehensive housing programmes linked to homeownership to promote place attachment, stability and wealth among mine workers. These programmes do not consider the disruption that mine closure might bring. The book challenges the blind application, during boom periods, of policies which create long-term dependencies that are difficult to manage when a mine closes.
