These essays trace the changing relationship between Scotland and England following the unifying reign of Queen Victoria, through the debates over devolution, and into a future where the Union will be under continuing pressure to evolve. Historians, social scientists and lawyers investigate the personal, social, financial and constitutional tensions between the Scots and the English, both before and after devolution, and ask if Scots and English have been driven apart, or brought more closely together by this reconstruction of the Union. Building on its companion Anglo-Scottish Relations, from 1603 to 1900 (0-19-726330-5), this volume provides wideranging insights into what some may regard as 'unfinished business'.

This open access edited book connects two strands of federal studies, fiscal federalism, and diversity accommodation, to answer two closely interrelated questions. The first of these is to what extent has the need to accommodate diversities determined financial relations and their evolution? The authors answer this question by conducting a thorough investigation of the types of diversity that drive such evolution. The second question is does fiscal federalism have a broadly positive or negative impact on the accommodation of diversities, by producing institutional solutions that either integrate a federal system or pull it apart? Through contributions from experts in law, economics, and political science, the book uses a series of case studies to establish a theoretical framework for exploring the relationship between fiscal federalism and diversity accommodation. The authors lay the groundwork for a comparative study of this relationship in multilevel states.

The September 2014 Scottish independence referendum was an event of profound constitutional and political significance, not only for Scotland, but for the UK as a whole. Although Scottish voters chose to remain in the UK, the experience of the referendum and the subsequent political reaction to the 'No' vote that triggered significant reforms to the devolution settlement have fundamentally altered Scotland's position within the Union. The extraordinary success of the Scottish National Party at the 2015 General Election also indicates that the territorial dimension to UK constitutional politics is more prominent than ever, destabilising key assumptions about the location and exercise of constitutional authority within the UK. The political and constitutional implications of the referendum are still unfolding, and it is by no means certain that the Union will survive. Providing a systematic and academic analysis of the referendum and its aftermath, this interdisciplinary edited collection brings together public lawyers, political scientists, economists, and historians in an effort to look both backwards to, and forwards from, the referendum. The chapters evaluate the historical events leading up to the referendum, the referendum process, and the key issues arising from the referendum debate. They also explore the implications of the referendum both for the future governance of Scotland and for the UK's territorial constitution, drawing on comparative experience in order to understand how the constitution may evolve, and how the independence debate may play out in future.

The Scottish parliamentary and local elections of 2007 were significant for two key reasons: the SNP was brought to power for the first time in its history, posing a fundamental challenge to the 300-year Scottish-English Union; and the local elections used the Single Transferable Vote - the first time such an electoral system has been used in Great Britain since 1945.This book explores the significance of these two developments, asking whether they herald a revolutionary break with the past or simply mark a continuing evolution of existing patterns of Scottish politics. It uses a unique source of evidence - representative high quality annual sample surveys of the Scottish public that since 1999 have regularly measured how people in Scotland have reacted to devolution and how they have behaved in elections.Readers will gain an unparalleled insight into the identities, attitudes and electoral behaviour of people in Scotland during the first decade of devolution.
