Depuis plus d’une décennie, la question du rôle et de l’orientation des universités africaines se pose avec une acuité nouvelle. De gros espoirs sont placés dans leur capacité à contribuer au développement local. Si plusieurs publications sont récemment parues sur le sujet, elles portent presque exclusivement sur les universités d’un certain âge, d’importance nationale et situées dans les capitales. Les petites universités de création récente, situées dans les moyennes et petites villes d’Afrique, ont rarement été étudiées. À la suite de la réforme de 1993, le Cameroun a créé trois universités régionales (Buea, Dschang et Ngaoundéré), auxquelles il faut ajouter, depuis 2008, celle de Maroua, dans l’Extrême-Nord et, depuis 2010, celle de Bamenda dans le Nord-Ouest. Cet ouvrage étudie ce type d’université relativement petite, qui voit croître assez rapidement le nombre de ses étudiants ; une université qui offre des filières d’études davantage au niveau de la licence et qui dispose d’un personnel enseignant assez jeune, avide de promotion académique. Enfin, c’est une université implantée dans des villes moyennes. La capacité de l’université à contribuer au développement local et régional dépend surtout de son insertion dans le système national. Malgré la crise économique, le Cameroun compte parmi les pays africains à « revenu intermédiaire ». Il dispose d’un système d’universités publiques assez étoffé géographiquement, complété par des universités privées qui se concentrent en particulier à Yaoundé et Douala. Comme de nombreux pays du Sud, le Cameroun souffre d’une fuite des cerveaux vers les pays du Nord ou vers le Nigeria et l’Afrique du Sud. Pourtant, des recherches récentes ont montré la possibilité d’un retour au pays d’émigrés qualifiés. L’exemple des Chinois qui retournent en Chine après s’être qualifiés aux États-Unis en rapportant connaissances, capitaux financiers et réseaux d’affaires, est édifiant à ce titre. À travers une vingtaine de contributions, l’ouvrage aborde la situation des universités camerounaises et met l’accent sur les multiples défis qui s’imposent à elles aujourd’hui. Michel Simeu Kamdem est directeur de recherche à l’Institut national de cartographie de Yaoundé, docteur d’État ès Lettres et professeur associé. Spécialisé dans les questions d’aménagement de territoire et en particulier des villes, il est auteur de nombreuses publications scientifiques dont Produire la ville dans l’Afrique des savanes. Eike W. Schamp est professeur émérite à l’Université de Francfort sur le Main en Allemagne. Plusieurs fois doyen des facultés de géosciences et de géographie à Goettingen et à Francfort, ses publications portent entre autres sur les systèmes de production industriels et l’industrialisation de l’Afrique, la géographie du savoir et des innovations.

An innovative analysis that traces the continuity of the state’s custodianship of Islam as the preferred religion in the Middle East and North Africa In The Making of the Modern Muslim State, Malika Zeghal reframes the role of Islam in modern Middle East governance. Challenging other accounts that claim that Middle Eastern states turned secular in modern times, Zeghal shows instead the continuity of the state’s custodianship of Islam as the preferred religion. Drawing on intellectual, political, and economic history, she traces this custodianship from early forms of constitutional governance in the nineteenth century through post–Arab Spring experiments in democracy. Zeghal argues that the intense debates around the implementation and meaning of state support for Islam led to a political cleavage between conservatives and their opponents that long predated the polarization of the twentieth century that accompanied the emergence of mass politics and Islamist movements. Examining constitutional projects, public spending, school enrollments, and curricula, Zeghal shows that although modern Muslim-majority polities have imported Western techniques of governance, the state has continued to protect and support the religion, community, and institutions of Islam. She finds that even as Middle Eastern states have expanded their nonreligious undertakings, they have dramatically increased their per capita supply of public religious provisions, especially Islamic education—further feeding the political schism between Islamists and their adversaries. Zeghal illuminates the tensions inherent in the partnerships between states and the body of Muslim scholars known as the ulama, whose normative power has endured through a variety of political regimes. Her detailed and groundbreaking analysis, which spans Tunisia, Morocco, Egypt, Turkey, Syria, and Lebanon, makes clear the deep historical roots of current political divisions over Islam in governance.
