Excerpt from Annual Report City of Rochester: New Hampshire, 1925 Gentlemen of the City Council: In resuming the duties and obligations as Mayor of Rochester for the second time, I wish to thank the citizens for the honor conferred and for the confidence placed in me by again electing me to this office. At this time in beginning our thirty-fourth year as a city it will be best for us to look back upon the past a moment that we may get a better insight into the future. It is not my intention to assume all the credit for the success accomplished in the past year, because my committees have supported me most loyally in all cases. Whatever success may be attributed to this administration should be shared by all who participated in the government of the City. During the year our City has been improved to some extent. We have laid nineteen thousand eight hundred and eighty-two square yards of hot top on our City streets. Portland street has been graded and one coat of oil applied with very little expense. Sometime during the coming year, a good road can be made the entire length. Our rural roads have been kept in good repair throughout the summer. H: For the Financial Year 1895 Public opinion holds him responsible for the condition of our streets, and still he has no voice in the selection of a street commissioner or his assistants. He cannot even select the committees of the council. His hands are tied, and he is in reality a mere figure-head. If he is to be held responsible for the executive department of our city government he should, subject to your approval, have the appointment of the officers who are to act with him. Some member of the city council should, in my judgment, preside over the body, while the mayor should be in fact, as well as in name, a co-ordinate branch of the city government and pass upon all measures which come before him from the council. As is the custom, I will call your attention to the various departments and make such suggestions as may occur to me. H: For the Financial Year 1897, Together With the School Report, Mayor's Inaugural, Etc In what few words I may say to yon at the close of our official connection in management of the affairs of our beloved city, I do not deem it necessary to recount all the many improvements we have made or to go into the details of municipal work accomplished. The record is made. Whatever of good we have accomplished will in time be appreciated and whatever mistakes we have made, and we should not be human if we did not make them, let us hope that a generous community will overlook. City government in our day comes more closely home to the average citizen, means more to him in his health, convenience, education and pleasure, than any form of government has ever done in the past. Local government in a rural district does not undertake to do very much for her citizens, while the city government of our day has to deal with a great variety of duties which make for the advance and comforts of its inhabitants, - water, proper drainage, fire protection, macadamized streets, sidewalks, electric railroads, parks. City governments cannot rise higher than their source. Popular enlightenment as to what constitutes a good city government must at least accompany any improvement. The people themselves must be educated to see and demand that which is best for their city. Government is not an end but a means. It should he a business wherein the money collected from the people is spent economically for their advantage.
