Excerpt from Annual Report of the Board of Education, 1900 In submitting to the General Court its fifty-sixth annual report, the Board of Education would congratulate the Commonwealth on the firm anchorage of our public school system in the patriotic instincts of the great majority of our citizens. This is shown in many ways. The intensified watchfulness over our school interests, in almost every section of the country, bears testimony to the common conviction that they hold vital relation to all our free institutions and to the perpetuity of our government. The numerous voluntary and associated efforts to discover what is most essential in both matter and method in teaching are auguries of vast moment for the future of education. Reference is had not simply to conventions of teachers in towns, counties, States and the nation, but to teachers' clubs, conferences of classes of teachers, as grammar masters, high school teachers, normal teachers, superintendents of schools, and other local movements. These show that the working forces in our schools are neither mere legal functionaries, on the one hand, nor eye-servants on the other, but, over and above being servants of the government, they are devotees of human welfare. Living Forces. May we not assume that in such facts we have an exhibition of some of the living forces of the government itself? Under the quiet and unostentatious labors of the Board, through its secretary, numerous springs of wise action are set in motion all over the State. The sinews of war have been freely supplied. Irregular attendance does not help a pupil to do that work. Irregularity destroys a child's interest in his work. But that is only half the bad. A11 days at school are important, and as full of value to pupils as teachers can make them, but -some days are more important than others, and, missing these days, the pupil is barred from understanding the following work unless the teacher shall overlook forty other pupils to repeat to an individual the explanation she gave to her grade when he was absent. Excerpt from Sixty-Fourth Annual Report of the Board of Education: Together With the Sixty-Fourth Annual Report of the Secretary of the Board, 1899-1900 The Massachusetts school fund was established in 1834, at the close of the first third of the passing century. The Board of Education was established three years later. These legis lative acts are the foundation of the present organization of our school system. The purpose of the fund was the aid and encouragement of common schools. The towns were stimulated to make more generous appropriations for public education, and the statistical returns of the condition and growth of the schools were secured, which enabled the Board of Education to frame intelligently and wisely the legislation that has been the inspiration and the safeguard of popular education for two thirds of a century. These acts marked the change from an unrelated mass of schools to a superior system of organization, which was brought about by the persuasive in uence of the fund and the wise counsels of the Board of Education, rather than by the enforcement of any general mandatory act. The great force which the State exerted beyond certain requirements as to the maintenance, freedom and attendance upon the schools was mainly in the form of aid and advice. Excerpt from Sixty-Ninth Annual Report of the Board of Education: Together With the Sixty-Ninth Annual Report of the Secretary of the Board, 1904-1905; January, 1906 In the death of Dr. George H. Conley, which took place at his home in Brookline, on Dec. 20, 1905, the Board has' been called upon to mourn a second time within the year the loss of one of its most experienced members. Dr. Conley was appointed a member of the Board by Gov. Wil liam E. Russell in 1893, to succeed the Rev. A. A. Miner. His scholarship, his experience and his personal qualities had made him prominent in educational circles, and amply justified his selection. All of these gifts, personal and professional, he placed at the service of the State, and for nearly thirteen years bore his part in the administrative work of the Board. During the whole period of his service he was a member of the Board of Visitors of the State Normal School at Framingham and of the State Normal Art School in Boston. It was due to his efforts that working relations were established between the art school and the public schools of Boston, by which the students of the school were given Opportunity to observe and practice in the public schools, and a way Opened for the graduates to become regular teachers. On the establishment of the school at Lowell he was made chairman of the Board of Visitors. This position was especially congenial to him, because Lowell had been his early home and the scene of his earliest professional success, and he gave to the new school his fullest sympathy and support. In the annual report of the Board, written by him in 1900, he dealt in a broad and wise way with the normal schools, the elective system in high schools, the relation of the high schools to the col leges, manual training. In the high schools, and the personal rela tion of the teacher to the pupil. This report attracted wide atten tion, from the importance of the subjects treated and the general soundness of. The views expressed. He was judicious, tactful and impartial in dealing with many delicate problems which it became his duty to solve. In his death the State has lost a gifted citizen and a valued public servant, and the Board a useful and companionable member.
