An accelerating pattern in Australia and internationally is the dismantling of public education systems as part of a long-standing trend towards the modernisation, marketisation and privatisation of educational provision. Responsibility for direct delivery of education services has been shifted to contracting and monitoring under the clarion call of school and leadership autonomy and parental choice. Part of this pattern is an increasing blurring of boundaries between the state and private sector, a move from government to new forms of ‘strategic’ governance, and from hierarchy to heterarchy. Challenges for Public Education examines the educational leadership, policy and social justice implications of these trends in Australia and internationally. It maps this movement through early shifts to school-based management in Australia, New Zealand and Sweden and recent moves such as the academies programme in England and charter schools in the United States. It draws on recent studies of a distinct new phase in Australian school reform – the creation of ‘independent public schools’ (IPS) in Western Australia and Queensland – and global policy moves in public education in order to provide a truly international dialogue and debate on these matters. This book moves beyond critique. It innovatively brings together Australian and international perspectives and a rich range of diverse theoretical lenses: practice philosophy, feminism, gender, relational, and postmodernism. ​This book deals with the development of New Zealand’s standards system for primary school achievement, ‘Kiwi Standards’, which took effect from 2010 onwards and is becoming increasingly embedded over time. The approach, where teachers make ‘Overall Teacher Judgements’ based on a range of assessment tools and their own observations rather than using any particular national test, has created predictable problems with moderation within and across schools. It has been claimed that this ‘bold’ Kiwi Standards approach avoids the narrowed curriculum and mediocre outcomes of high-stakes assessment in other countries. Yet this book suggests it just produces another variant of the same problems and demonstrates that even a relatively weak high-stakes assessment approach still produces performative effects. During his lifetime Henri Lefebvre (1901-1991) was renowned in France as a philosopher, sociologist and activist. Although he published more than 70 books, few were available in English until The Production of Space was translated in 1991. While this work - often associated with geography - has influenced educational theory’s ‘spatial turn,’ educationalists have yet to consider Lefebvre’s work more broadly. This book engages in an educational reading of the selection of Lefebvre’s work that is available in English translation. After introducing Lefebvre’s life and works, the book experiments with his concepts and methods in a series of five ‘spatial histories’ of educational theories. In addition to The Production of Space, these studies develop themes from Lefebvre’s other translated works: Rhythmanalysis, The Explosion, the three volumes of Critique of Everyday Life and a range of his writings on cities, Marxism, technology and the bureaucratic state. In the course of these inquiries, Lefebvre’s own passionate interest in education is uncovered: his critiques of bureaucratised schooling and universities, the analytic concepts he devised to study educational phenomena, and his educational methods. Throughout the book Middleton demonstrates how Lefebvre’s conceptual and methodological tools can enhance the understanding of the spatiotemporal location of educational philosophy and theory. Neoliberal reforms have seen a radical shift in government thinking about social citizenship rights around the world. But have they had a similarly significant impact on public support for these rights? This unique book traces public views on social citizenship across three decades through attitudinal data from New Zealand, the United Kingdom and Australia. It argues that support for some aspects of social citizenship diminished more significantly under some political regimes than others, and that limited public resistance following the financial crisis of 2008-2009 further suggests the public ‘rolled over’ and accepted these neoliberal values. Yet attitudinal variances across different policy areas challenge the idea of an omnipotent neoliberalism, providing food for thought for academics, students and advocates wishing to galvanise support for social citizenship in the 21st century.

What does it mean to be starting an academic career in the twenty first century? What challenges and prospects are new academics facing and how are they dealing with these? This book provides answers to these questions through an investigation of the experiences of early career academics in New Zealand universities. Filling a gap in the international literature on the academic profession by providing a comprehensive overview of the experiences of New Zealand academics, the book includes research findings from a national survey covering all eight New Zealand universities. This research is also compared with various findings from the 2007 Changing Academic Profession survey in 19 other countries. The book encourages readers to think about the early career academic experience in New Zealand in relation to their own experiences of the academic profession internationally.
