Ancora oggi, a quasi 25 anni dal crollo del Muro, la distanza economica e sociale tra le due parti della Germania continua ad accentuarsi, nonostante massicci trasferimenti di denaro pubblico dalle casse del governo federale tedesco e da quelle dell’Unione Europea. Sulla base di una ricerca scrupolosa, condotta attraverso i dati ufficiali e le testimonianze dei protagonisti, l’economista Vladimiro Giacché svela come la riunificazione delle due Germanie abbia significato la quasi completa deindustrializzazione dell’ex Germania Est, la perdita di milioni di posti di lavoro e un’emigrazione di massa verso Ovest che perdura tuttora, spopolando intere città. La storia di questa unione che divide è una storia che parla direttamente al nostro presente. Essa comincia infatti con la decisione di attuare subito l’unione monetaria tra le due Germanie, prima di aver attuato la necessaria convergenza tra le economie dell’Ovest e dell’Est. L’unione monetaria ha accelerato i tempi dell’unione politica, ma al prezzo del collasso economico dell’ex Germania Est. Allo stesso modo la moneta unica europea, introdotta in assenza di una sufficiente convergenza tra le economie e di una politica economica comune, è tutt’altro che estranea alla crisi che sta investendo i paesi cosiddetti “periferici” dell’Unione Europea. Il libro di Giacché si conclude quindi con un esame approfondito delle lezioni che l’Europa di oggi può trarre dalle vicende tedesche degli anni Novanta. Vladimiro Giacché è nato a La Spezia nel 1963. Ha studiato nelle università di Pisa e di Bochum (Germania) ed è stato allievo della Scuola Normale di Pisa, dove si è laureato e perfezionato in Filosofia. È dirigente di Sator e presidente del Centro Europa Ricerche. Autore di diversi volumi e di numerosi saggi di argomento filosofico ed economico, ha di recente pubblicato K. Marx, Il capitalismo e la crisi. Scritti scelti (2010), La fabbrica del falso. Strategie della menzogna nella politica contemporanea (2011) e Titanic Europa. La crisi che non ci hanno raccontato (2012), di cui è in corso di pubblicazione l’edizione in lingua tedesca. Suoi articoli sono apparsi su «Il Fatto Quotidiano», «Linus» e «Micromega».

Town twinning refers to the postwar phenomenon of administrative exchange between analogous municipalities. Cold War-related research has mostly interpreted it as an instrument to pursue European integration, or to solidify détente "from below". However, municipalities were not only administrative, neutral actors, but also bearers of political content. This is particularly visible in the case of Italian towns located in the Western bloc, guided by socialist-oriented administrations, and their "twin" counterparts in the German Democratic Republic. This volume explores the connections initiated by such towns in the 1960s-1970s, focusing on socialist-specific conceptions which fueled the policies implemented by "red" municipalities, in managing local economies and social policies, but also in maintaining a lively and interconnected transnational microsociability among grassroots activists. Despite the increasing ideological divergences between Eastern and Western communists, and between Italian democratic communists and the more dogmatic and repressive, strictly pro-Soviet ones in the GDR, communication continued to flourish on the local level. The book explores what still linked the two worlds together, the "bright side of socialism": in this case, a common symbolism related to the past, practical exchanges in the present dimension, and a shared future imagination and conception of the town on the basis of a socialist horizon, built around welfare and services for citizens and workers.

The bibliography lists the literature and State practice on the question of recognition in international law for the last two hundred years. It contains books and articles, ie. contributions to journals and other collected works such as Festschriften and Encyclopaedias, as well as (published and unpublished) theses, pamphlets, compilations of diplomatic documents and case notes. As many of the monographs on recognition in international law will not be available in all libraries, book reviews have been included in the bibliography in order to enable the user to decide whether it may be advisable to order a certain work by inter-library loan. Its 4,500 entries are arranged systematically according to subject categories in fourteen main sections. Each main section is further subdivided with ever-increasing specificity into sub-sections on codification, codification attempts, general studies, studies of certain recognition questions and studies of specific recognition cases. The bibliography employs a broad meaning of recognition. It is not restricted to the question of status of an authority or entity in international law but encompasses also the question of relations with it. As many of the recognition cases must be considered, and can only be understood, against their historic, political and sometimes even economic background, the bibliography includes not only purely legal treaties but also publications of a primarily historical, political or economic content which incidentally deal with aspects of recognition in international law. This is reflected by the titles of the 730 journals from more than 50 countries in 20 different languages which have been used to compile the bibliography. The bibliography contains both an author and a comprehensive subject index to enable users to locate works of a particular writer or a specific problem.
