Descripción Nariño y Espejo El granadino Antonio Nariño y el ecuatoriano Eugenio Espejo querían un país cimentado en una misma nacionalidad, con diferentes características étnicas, de espacio y tiempo, que determinan su actitud e identidad. Pueblo que desde las entrañas de la colonia, y por la influencia de los límites naturales pugnaba, como hasta hoy lo hace, por manifestarse libre y único en su diversidad. Entre Nariño y Espejo establecieron una profunda relación al encontrarse por primera vez en Bogotá en 1879, donde debió comparecer por una acusación del presidente de la Audiencia de Quito. Ambos hombres insaciables en el saber, y enamorados de la libertad, departían horas enteras inmersos en los recursos de sus genialidades, en busca del camino, que más temprano que tarde, conduciría a sus respectivas patrias a sacudirse del yugo español. La traducción y publicación de los Derechos del Hombre, por lo que Nariño fue apresado, y sus bienes confiscados, y la circulación de su papel periódico La Bagatela., el 14 de julio de 1811, son hitos que marcan su vida amarga y pesarosa. Su espíritu rebelde y apasionada lucha por la libertad de Colombia, que lo mantendrán en constante zozobra, lo transformaron en reo de toda culpa imaginable. Su vida toda, no conoció otra cosa que calumnias, prisiones, fugas y destierros. El movimiento independentista había nacido en el país y crecía. Las "Primicias de la Cultura de Quito" y la Escuela de la Concordia de Eugenio Espejo, contribuyeron en la idea de emancipación. En el proceso, costeños y serranos lograron su ansiada libertad, la cual, en el fondo de su alma, no deseaban compartir con nadie. Designado por Bolívar, su amigo y admirador, vicepresidente interino de Colombia, Nariño instaló como tal, el congreso de Cúcuta en 1821. Así parecía que la patria y la vida, lo premiarían al fin, pero no. Por adeudar rentas coloniales, y permanecer muchos años ausente, se intentó declararlo como miembro ilegal del senado. Nariño herido, espetó a la asamblea palabras que lo exoneraron y arrancaron el aplauso de sus enemigos.

A growing number of cities around the world have established systems for monitoring the quality of urban life. Many of those systems combine objective information with subjective opinions and cover a wide variety of topics. This book assesses a method that takes advantage of both types of information and offers criteria to identify and rank the issues of potential importance for urban dwellers. This method which combines the so-called 'hedonic price' and 'life satisfaction' approaches to value public goods was tested in pilot studies in six Latin American cities: Bogot , Buenos Aires, Lima, Medell n, Montevideo, and San Jos of Costa Rica. It provides valuable insights to address key questions such as, Which urban problems have the greatest impact on people s opinions of city management and the most widespread effects on their lives? Do gaps between perception and reality vary from one area of the city to another, especially between high- and low-income neighborhoods? Where can homebuilders most feasibly seek solutions to problems such as inadequate road infrastructure, a lack of recreational areas, or poor safety conditions? Which problems should government authorities address first, in light of their impact on the well-being of various groups of individuals and given private actors abilities to respond? Which homeowners benefit the most from public infrastructure or services? When can or should property taxes be used to finance the provision of certain services or the solution of certain problems? 'The Quality of Life in Latin American Cities: Markets and Perception' proposes a monitoring system that is easy to operate and that entails reasonable costs but also has a solid conceptual basis. Long the ideal of many scholars and practitioners, such a system may soon become a reality and have the potential to make a significant contribution to the decision-making processes in any city concerned with the well-being of its residents.

La independencia de las antiguas colonias españolas de América no fue sólo el resultado de una guerra larga y cruenta.
