Diese ist oft nicht integraler Teil der Organisation, sondern wird durch spezialisierte Partner erbracht. Eine Partnerschaft wird beidseitig angestrebt; kundenseitig, um die hohe Abhängigkeit abzusichern und lieferanten-seitig, um stabile Profite zu erzielen. Die Unterschiede in der Erfahrung in Agilität und in der Kultur sind für Kunde und Lieferanten eine grosse Herausforderung, die sie spüren, jedoch nicht quantitativ messen können. Diese Thesis schlägt ein Modell, das Agile Partnership Index Modell (API-Modell), zur Messung des aktuellen Stands der partnerschaftlich agilen Zusammenarbeit vor und validiert dieses. Zwei Lücken der aktuellen Forschung werden adressiert: 1) die Messung von agiler Zusammenarbeit zwischen zwei Partnern, 2) die kombinierte Messung von Partnerschaft und Agilität in der Zusammenarbeit. Die Validierung des API-Modells erfolgt durch eine Umfrage zur partnerschaftlich agilen Zusammenarbeit in drei Vorhaben der ̈offentlichen Verwaltung des Kantons Bern und der Einordnung der Ergebnisse durch Agilitäts-Experten. Das API-Modell wurde initial und aufgrund der Validierung iterativ weiterentwickelt. Das Resultat der Thesis ist ein praktisch validiertes und verbessertes API-Modell inklusive Fragebogen zur Messung von Partnerschaft, Agilität und partnerschaftlich agiler Zusammenarbeit. Das pragmatische und einfach verständliche API-Modell ist direkt einsetzbar.
