A swept-frequency radar system was operated as a noncontact, nondestructive sensor to evaluate railroad embankment conditions. An analysis procedure was developed which can be used to compute the electrical properties (relative dielectric constant and loss tangent) of each layer and layer thickness from layered embankments using reflectivity data over the frequency range of 0.25 to 2.0 GHz. The electrical properties in turn can be used to estimate the physical properties of the layers. Also, a vehicle-mounted swept-frequency radar system was constructed (a) to evaluate various components on controlled geometry conditions and selected railroad embankments, (b) to collect representative reflectance data to use as examples in demonstrating the analysis procedures, and (c) to verify the accuracy of various assumptions made to develop data processing techniques. The results of this study indicate that swept-frequency radar measurements can be used to determine the internal condition of railroad embankments. These measurements could be made with essentially the same results even with the radar platform in motion and suggest that it is feasible to collect embankment data with the radar system continuously as it moves foundation soil provided an excellent calibration target and could be used to document foundation distortion or movement if comparison of past records showed a change in placement. Examples are given which indicate that accurate measurements on subsurface conditions can be made to depths of several metres. A prototype system is described in terms of requirements for operation, hardware, and data processing.
