Intended for use by government officials, and those working for regulatory bodies and operating organizations, this publication will assist in the application of IAEA Safety Standards Series No. GSR Part 3 in relation to the concept of exemption of practices or sources within practices from regulatory control. It addresses the application of a graded approach to the concept of exemption through the use of generic exemption and specific exemption. It explains the concept of exclusion and its relationship to exemption and clearance. The recommendations provided in this publication are applicable to all facilities and activities that use, manufacture, process, trade or store radioactive sources or material containing either natural or artificial radionuclides. The Safety Guide primarily addresses exemption from regulatory control in planned exposure situations. Although, the concept of exemption is only applicable to planned exposure situations, guidance on the application of a screening approach for decision making in managing certain existing exposure situations is also provided.

Following the success of the first meeting held in the New Forest, home of the Wessex Institute of Technology, in 2012, it considers the pressing issues related to environmental impacts in order to provide complete solutions. The included papers discuss how to assess the impact of economic constraints on the environment, considering the social aspects as well as any resulting environmental damage. The overuse of natural resources and the resulting pollution of the environment need to be better understood in financial terms. Uncontrolled development can result in damage to the environment in terms of the release of toxic substances and hazardous waste. The increasing number of new chemical compounds poses a major challenge to the environment as it is difficult in many cases to predict their effects and take appropriate decisions. Their economic impact can be particularly challenging. The book examines issues related to whether some forms of development are compatible with environmental protection, particularly in cases of possible serious contamination and toxicity. The demand for development land has led to the reuse of properties that have been abandoned for a variety of reasons. Many of them are brownfields, sites which have deteriorated in different ways, including by contamination. These sites are usually a burden in terms of economic losses and contribute to the detriment of the quality of life of entire neighbourhoods. Rehabilitation of local fields, particularly those that are contaminated can be an expensive undertaking and require not only technical solutions but the involvement of financial, regulatory and community stakeholders. This publication establishes requirements in respect of the governmental, legal and regulatory framework for safety. It covers the essential aspects of the framework for establishing a regulatory body and taking other actions necessary to ensure the effective regulatory control of facilities and activities utilized for peaceful purposes. Other responsibilities and functions, such as liaison within the global safety regime and on support services for safety (including radiation protection), emergency preparedness and response, nuclear security, and the State system of accounting for and control of nuclear material, are also covered. A review of Safety Requirements publications was commenced in 2011 following the accident in the Fukushima Daiichi nuclear power plant in Japan. The review revealed no significant areas of weakness and resulted in just a small set of amendments to strengthen the requirements and facilitate their implementation, which are contained in the present publication.
