In this wide-ranging analysis, Marie-Christine Leps traces the production and circulation of knowledge about the criminal in nineteenth-century discourse, and shows how the delineation of deviance served to construct cultural norms. She demonstrates how the apprehension of crime and criminals was an important factor in the establishment of such key institutions as national systems of education, a cheap daily press, and various welfare measures designed to fight the spread of criminality. Leps focuses on three discursive practices: the emergence of criminology, the development of a mass-produced press, and the proliferation of crime fiction, in both England and France. Beginning where Foucault's work Discipline and Punish ends, Leps analyzes intertextual modes of knowledge production and shows how the elaboration of hegemonic truths about the criminal is related to the exercise of power. The scope of her investigation includes scientific treatises such as Criminal Man by Cesare Lombroso and The English Convict by Charles Goring, reports on the Jack the Ripper murders in The Times and Le Petit Parisien, the Sherlock Holmes stories, Stevenson's Strange Case of Dr. Jekyll and Mr. Hyde, and novels by Zola and Bourget.

The establishment in 1993 of an ad hoc international criminal tribunal to prosecute war crimes committed in the former Yugoslavia reflects the world community's renewed efforts to enforce the international rule of law and respect for human rights. Yet, despite the obligation of UN member states to arrest, detain, and transfer to the tribunals those charged with war crimes, thus far only one-third of those publicly indicted by the tribunal for the former Yugoslavia has been detained. The most notorious offenders--Radovan Karadzic and Ratko Mladic--continue to enjoy their freedom. In order to examine how the world community is addressing this problem and what needs to be done, The Century Foundation/Twentieth Century Fund convened a distinguished, international task force--chaired by Justice Richard Goldstone, the first chief prosecutor for the International Criminal Tribunals for the former Yugoslavia and for Rwanda. Concluding that "there can be no lasting peace in Bosnia until all war criminals are arrested and brought to justice," the task force recommends, among other actions, that states use military force, where necessary, to apprehend indicted war criminals and freeze their assets. In addition to the task force statement, the book includes two papers that discuss the obligations and options of the international community with regard to indicted war criminals, as well as other background materials.

The criminal justice system is designed for a coherent administrative system for offenders. Without the threat of a punishment for wrong doing, the crime level in a society would be high. This threat that comprises of a functioning criminal justice system is a healthy threat as it brings about social order. The trauma of going through a high and complex criminal justice system turns people away from a causative culture to one of wrong doings. Punishments for crimes serve as a deterrent to criminals.The goals of the previous criminal justice systems were mainly action based (e.g. apprehending offenders, punishing offenders and etc.). In the present era, our criminal justice system seems to be focusing on education for the public regarding crime and rehabilitation of offenders. This method is implemented to deter offenders or prevent crime from spreading. It emphasises on protecting the citizens and maintaining peace and order.
