El mando no es un don divino es una responsabilidad social Una unidad de atencin de emergencias o desastres requiere en el mando de un humano con la habilidad, y inteligencia capaz de entender y enlazar los conocimientos y criterios de los integrantes de su equipo multidisciplinario o Mente maestra con formado por especialistas en materias tan diversas como Derecho, Contabilidad, Fsica, Qumica, Matemticas, Geologa, Sociologa, Medicina, Ingeniera, tcnicas de Salvamento y rescate y otras ms, cada una en sus mltiples facetas, De ninguna manera es el mando con la simple interpretacin castrense en que el individuo cualquiera que sea su nivel solo tiene en su mente dos objetivos; el obedecer por un lado y por otro hacer cumplir una orden cualquiera que esta sea, sin preocuparse ni por la Vida, de los afectados, la legalidad, tica, moral, principios, o por los Efectos colaterales de las rdenes recibidas, muy al contrario aqu, si importan los resultados inmediatos, mediatos y a futuro de las acciones de los que las realizan operativamente. Evaluar la habitabilidad de una construccin, determinar la distancia de seguridad contra el viento de un derrame toxico, la seguridad de un anclaje de un puente colgante, el tiempo de inmersin de un buzo para un rescate, la cantidad de agua o alimentos para la poblacin de un albergue temporal, o el manejo de un shock en un sndrome Compartimental es solo para los profesionales, el mando solo coordina las acciones, no las modifica. Este texto es un breve apunte sobre lo que se debe exigir a s mismo un lder para asumir el Mando en un desastre o emergencia donde quera que este ocurra.
