La crisis que estamos sufriendo actualmente ha provocado una gran alarma social. Se puede decir que todo el mundo está preocupado por esta crisis, ya que sus consecuencias se están haciendo notar con fuerza y se teme que sean todavía más negativas en el inmediato futuro. De aquí que la misma suscite un gran interés, para ver si es posible saber cuáles son sus causas y, también, durante cuánto tiempo y cómo nos va a afectar. Pero las crisis son fenómenos habituales en el capitalismo. Unas son más graves e intensas que otras, pero las crisis son sucesos recurrentes en el sistema capitalista de organización económica y social. Esta crisis ni es la primera ni será la última. Si consideramos que el sistema capitalista se establece ya de una forma estable a lo largo del siglo XIX (1800-1900), aparecen crisis económicas ya desde el principio de dicho siglo. En el siglo XX hay crisis en 1918 y, sobre todo, en 1929 se inicia la gran crisis económica, la mayor conocida hasta ahora. Después de la II Guerra Mundial (1940-1944) hay un periodo de crecimiento (1945-1975), que es el más largo que ha existido sin crisis hasta ahora, pero en los años 1970s, cuando muchos analistas creían que ya se habían eliminado las crisis para siempre, surge con fuerza de nuevo la crisis. Es decir, en el capitalismo las crisis son inevitables.

De esos dos escollos se aleja con manifiesta resolución Alejandro Nieto en esta revisitación erudita y documentada de un periodo muy concreto y breve, pero definitorio de nuestra historia, las Costes Constituyentes de 1836-37. Porque esos años –los primeros de la regencia de María Cristina de Borbón– suelen despacharse caracterizándolos con una vaguedad impropia, que se deslizaba peligrosamente hacia el lugar común, quizá por el deslumbramiento producido por algunos de los hechos más resonantes, fácilmente reutilizables por la historiografía ideologizada: de la vuelta de los «afrancesados» a la Primera Guerra Carlista, la desamortización o el intervencionismo militar en política... El profesor Nieto restituye la riqueza y complejidad de la historia política de la época con académica humildad, iluminando matices y quiebros desconocidos o malinterpretados, redescubre que lo que estaba en juego no se dirimía tanto en una lucha de moderados y progresistas cuanto de las distintas fracciones del progresismo, entre ellas la templada, liderada por Juan Álvarez de Mendizábal, que marcó la vida política de aquellos años y alumbró la Constitución del 37 –tan deudora y tan alejada a la vez de la de 1812–. Las esperanzas de este periodo, caótico, de transición, «de demolición sistemática de instituciones y de anuncio de muchas cosas», se vieron, sin embargo, truncadas en gran medida y la posibilidad de una España que, al menos políticamente, se pusiera a la altura de los regímenes europeos liberales y consolidara un sistema institucional moderno fue desaprovechada. El progresismo civil, que había abierto una vía posible, acabó agostándose como flor de un día.
