A multidisciplinary approach was utilized to study the physical, chemical, and biological effects of disposal of contaminated dredged material from the Duwamish River on a deepwater disposal site located in Elliott Bay, Puget Sound, Wash. A pilot survey, conducted in November and December 1975, was followed by a full-scale field assessment program. Observation of individual disposal events indicated that the sediment left the split-hull barges as a well-defined slug and reached the bottom in approximately 25 sec. A mound of dredged material 2.2 m high was created near the center of the disposal site. There was no physical of chemical evidence which indicated that any of the material reached the two reference sites located east and west of the disposal site. Chemical analyses of the in situ river sediment revealed concentrations of total sulfides and PCB's and interstitial water ammonia significantly higher than those for sediments from the disposal or reference sites. Chemical analyses of animal tissues collected at the disposal and reference sites indicated that the disposal operation did not result in higher levels of mercury and chromium in test animals. Mussels held at the disposal site for 3 weeks did accumulate PCB's to some extent; however, background levels of PCB's in Elliott Bay waters were found to be relatively high before the operation. No adverse effects on demersal fish or shellfish were demonstrated.

A cooperative research program, sponsored by the Office, Chief of Engineers, U.S. Army, was conducted in Elliott Bay near Seattle, Wash., to determine the effects of disposal of dredged material from the Duwamish Waterway in open water. The study involved several agencies, both public and private, investigating various aspects of the disposal operation. The research described in this report was conducted by the National Marine Fisheries Service of the National Oceanic and Atmospheric Administration to determine the effects of dredged material disposal on demersal fish and shellfish at the disposal site. It was concluded that the quantity of dredged material dumped during the study did not have a lasting detrimental effect on the demersal fish and shellfish populations at the disposal site. The investigators recommend (a) that any future study include a longer period of time for collecting baseline data, (b) that the characteristics of the reference sites be more comparable to those of the disposal site, and (c) that the disposal operations be conducted in a manner similar to that which is used in actual practice so the results might have general application.

Benthic community changes resulting from the open-water disposal of 114,350 cum of Duwamish River dredged material at the Elliott Bay, Puget Sound, deep-water (approximately 60 m) experimental disposal site, 7 February 1976 to 6 March 1976, were investigated. Analyses were performed on macrofaunal density, species composition, biomass, biomass/individual, frequency of occurrence, and species diversity, at several taxonomic levels for one predisposal sampling and five postdisposal samplings at 10 days, and 1, 3, 6 and 9 months after disposal. These analyses were performed on data from stratified (central, side, and corner) disposal site stations and two (east and west) reference sites. Taxonomic levels investigated were total benthic macrofauna, macrofaunal groups (gastropods, pelecypods, errantian worms, sedentarian worms, and miscellaneous species), and individual species. Most individual species showed seasonal trends (both graphically and statistically) at the reference sites and the corner disposal site stations, indicating that rate of benthic macrofaunal recovery from dredged material disposal may be affected by seasonal parameters. Therefore, timing of dredged material disposal on similar sites may be important in reducing the severity of impact on the benthic macrofauna.

A study was conducted on the chemical and physical effects of open-water disposal of dredged material from the Duwamish River into Elliott Bay, Washington. The water column at the disposal and reference sites was monitored during and after the dredged material disposal operation for suspended solids, pH, nutrients (NH3-N, NO2 + NO3 and O PO4-P), and dissolved heavy metals (Hg, As, Cr and Mn). The river sediments were evaluated for particle size distribution, Eh, organic C, sulfides, nutrients (NH3-N, NO2 + NO3 and O PO4-P), and bulk and interstitial heavy metals (Hg, As, Cr and Mn) prior to dredging. The river sediments which were dumped at the experimental bay site were heterogeneous in their physical and chemical character although on the average NH3-N, alkaline soluble sulfide and total Hg were several times higher than the bay sediments. During the disposal operation near bottom water column concentrations of d-Mn, suspended solids and NH3-N were elevated for a short time (generally minutes) at the disposal site. No chemical differences were observed between the water column at the disposal site and reference sites during the sampling at 1 week, 1 month and 3 months after the termination of the disposal operation.
