The accumulation of surplus petrofunds by some Arab countries, far exceeding the present absorptive capacities of their economies, has given rise to the idea of a major new development effort in sub-Saharan Africa, financed by Arab surpluses and supported by OECD technology and expertise. The guiding principle in the idea of a tripartite partnership is that, given a proper allocation of responsibilities among the three regional participants, cooperation would benefit all parties. The Arab countries, it is argued, would gain experience in management and in the acquisition of technology as a result of increased transactions with Western industrialized countries. Funds from the Arab countries would catalyze accelerated development in sub-Saharan Africa and would provide a desirable alternative to OECD-intermediated flows of capital and trade between Africa and the Arab world; this could help reduce Africa's dependence on the OECD countries for technology, expertise, financing, and markets. And finally, the OECD members would benefit politically from an effective development effort involving their response to initiatives taken by the South, and would gain economically by increasing their exports as African and Arab absorptive capacities rose and by continuing to exercise management functions in the context of development. To further explore the potential of this triangular cooperation, a group of experts from Africa, the Arab Middle East, Western Europe, and North America held a conference at the Rockefeller Foundation conference center in Bellagio, Italy, in May 1980. In their discussions--the basis of this book--they identified and analyzed a wide range of problems and issues involved. They concluded that the central issue is whether trilateral projects of appropriate design for the African setting can be identified and implemented through arrangements that ensure an equitable and effective distribution of responsibilities, risks, and benefits among the participants,

Israeli Development Aid To Sub Saharan Africa written by Karolina Zielińska and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2021-03-01 with Political Science categories.

This book deals with Israeli development aid to Sub-Saharan Africa countries as a part of Israeli foreign policy. The analysis is framed by the concept of soft power: an assumption that development cooperation increases attractiveness of the donor and contributes to constructive bilateral and multilateral relations. Israel is a particular case of a donor, as it concentrates on technical aid and its aid is motivated by a particular set of ideological and pragmatic motives.Covering the period since the 1950s till today, the book analyses particular Israeli resources relevant for African development and the system and contents of Israeli development aid, with a particular focus on a new phenomenon of the engagement of businesses and NGOs.Zielińska explores the geopolitical context of Israeli aid for Sub-Saharan countries and the recipients’ perception of Israeli aid; asking if and how these attitudes influence the recipients’ behaviour towards Israel within their bilateral relations as well as on multilateral forums. Contributing to the knowledge of development diplomacy as a form of expression of soft power and as a tool of foreign policy, it will be of interest to international relations’ students and faculty as well as to other people professionally dealing with Israeli foreign policies.

Annotation. Orijiako, who is not identified, examines the hypothesis that rather than promoting growth and development in sub-Saharan Africa, foreign aid interventions may have contributed in no small measure to the poor performance of the region's economies. Challenging conventional views that problems are technical details of delivery or administration, he suggests that an economy operating under appropriate circumstances and conditions may not require foreign aid to succeed, and presents historical records, common sense, and cognate experiments to bolster the view. c. First Published in 1976, Arab Dollars for Africa examines how Arab funds can be recycled into the African Economy. The long-term industrial future of the Arab oil producers is dependent on the availability of raw materials. Africa as a whole contains vast reserves of vital minerals, but they require considerable investment for their exploitation. The Arab states are well placed to participate in the development of the African economy both on the basis of state-to-state cooperation and through individual enterprises. Africa and the Arab world share economic goals as members of the developing world and as key primary producers and have a common purpose in bringing about a new international economic order. This book deals in detail with investment opportunities in national development banks and in individual agricultural and industrial projects. This is an important historical analysis for scholars and researchers of African studies, international politics and geopolitics.
