In September 2015, Governments worldwide adopted the 2030 Agenda for Sustainable Development, including 17 wide-ranging Sustainable Development Goals (SDGs). Using the SDGs as a thematic reference, the report examines progress on securing human dignity and well-being in the Arab countries and what is needed to achieve sustainable development in this region in turmoil. It also looks at the complex factors shaping the region: the occupation of Palestinian and other Arab lands; ongoing conflicts; governance, human rights and institutional deficits; and shortcomings in terms of financing, science and technology, trade and statistical capacity. The report stresses that urgent action is needed at the national and regional levels, and that integrated, long-term and evidence-based planning and investments that address the root causes of instability in the region are indispensable for achieving the SDGs.

The United Nations World Water Assessment Programme (WWAP) is hosted and led by UNESCO. WWAP brings together the work of 31 UN-Water Members as well as 37 Partners to publish the United Nations World Water Development Report (WWDR) series. The economic and political uncertainty which has characterized the Arab region in the wake of the 2011 transitions and upheaval continues to restrain the regions prospects for growth, job creation and stability. Economic expansion remains stalled, with persistently low global oil prices adding a further burden to the regional economy and constraining the growth and fiscal balances of those countries that had been top-performers due to energy exports. While some progress on social indicators such as gender representativeness can be noted, countries in and affected by political transition and conflict have regressed on a plethora of socioeconomic indicators. These trends can be noted for the past five years, and with this in mind, the 2015-16 Survey will utilize recent data in order to take stock of the impact of instability and conflict, and address the foregone growth and output and destructive effects of this period. The global community was proud to announce in 2012 that the global drinking water target articulated in the Millennium Development Goals had been met five years ahead of schedule. However, the countries of the water-scarce Arab region still face the continuing challenge of providing safe and sufficient water, and improved sanitation to its growing population. There is high variability in access to drinking water and sanitation services among Arab countries, with some countries nearly fully reliant on desalination, while others are not able to secure sufficient investments to meet basic needs. The fifth issue of the ESCWA Water Development Report examines developments in the area of monitoring water and sanitation services in the Arab region, in the light of global and regional preparations for the post-2015 development agenda. Increasingly the Middle East and its growing population face a highly complex and fragile security system. The rich deposits of natural resources, such as oil and gas, suffer from a strained renewable resource base that includes water and arable land. This leads to water scarcity, desertification, and land degradation. Increasing population, industrialization, and urbanization put more and more demand on the food supply. Energy insecurity may not be generally associated with the Middle East, but the countries in the eastern Mediterranean part have been traditionally vulnerable to it as their fossil fuel endowments have been low. Another issue is the large-scale temporary labor migration and the large number of forced migrants, refugees, and internally displaced persons. The book analyzes these emerging security challenges in a comprehensive and systematic manner. It draws national and regional security issues into both the global security and human security perspectives.
