Die Arbeitslosenquote bewegte sich meist um die 1 Prozent. Es herrschte Vollbeschäftigung. Sogar Gastarbeiter aus anderen Ländern waren herzlich willkommen, um offene Stellen zu besetzen. Ab 1975 änderte sich dies: Die Millionengrenze an Arbeitslosen wurde überschritten. Mitte der achtziger Jahre wurde der Höchststand seit Bestehen der BRD erreicht. Abgesehen von einer kleinen Erholung in den neunziger Jahren, kletterten die Arbeitslosenzahlen bis heute auf über vier Millionen Arbeitslosen. Massenarbeitslosigkeit ist in unserer Gesellschaft seit nun mehr als einem viertel Jahrhundert eine zentrales Problem. Deshalb ist die Verringerung der Arbeitslosigkeit und die Sicherung eines hohen Beschäftigungsstandes ein vorrangiges Ziel der Wirtschaftspolitik . Im Spätsommer 2002 verkündet Gerhard Schröder, mit den Vorschlägen der so genannten Hartz-Kommission, den Leitbildwechsel von der aktiven Arbeitsmarktpolitik hin zu einer aktivierenden Arbeitsmarktpolitik. Das Ziel der Hartz-Kommission: Halbierung der registrierten Arbeitslosigkeit bis zum Jahr 2005 durch schnellere Arbeitsvermittlung, neue Zumutbarkeitsregeln, mehr Leiharbeit, Förderung von Selbständigkeit und Mini-Jobs. Mein Ziel wird es sein, die einzelnen Innovationsmodule des Kommissionsberichts „Moderne Dienstleistungen am Arbeitsplatz“ daraufhin zu untersuchen, ob sie geeignet sind, das oben genannte Ziel zu realisieren und ob ihre sozialpolitischen Auswirkungen akzeptabel sind. Dabei helfen mir zahlreiche Bewertungen des Hartz-Berichts durch Gewerkschaft, Politik und Wissenschaft.

Das 'Schwarzbuch Soziale Arbeit' versteht sich als Beitrag zur 'Thematisierung und Skandalisierung der Folgen neoliberaler Sozialpolitik für die Soziale Arbeit. Anhand der einschlägigen kritischen Fachliteratur und untersetzt mit vielen typischen Beispielen aus der Praxis wird gezeigt, dass die Sparzwänge die Professionalität der Sozialen Arbeit behindern und immer weiter einschränken, dass gesetzliche Ansprüche, z.B. nach SGB VIII nicht mehr zuverlässig umgesetzt werden, dass Klienten im Kontext von Ökonomisierung und aktivierendem Staat nicht mehr auf Unterstützung hoffen können, wenn sie nicht zu denen gehören, die die Sozialpolitik als lohnend und effizient erachtet, dass sich Soziale Arbeit zunehmend in ein standardisiertes Industrieprodukt verwandelt, dessen Anwendung nur mehr angelernter Kräfte aber keiner eigenständigen und autonomen Profession Soziale Arbeit bedarf, und schließlich, dass Soziale Arbeit im Zuge der Hartz-Gesetzgebung wieder (einmal) autoritäre und ordnungspolitische Gedanken aufgreift.
