Improving the Sustainable Development Goals evaluates the Global Goals (Agenda 2030) by looking at their design and how they relate to theories of economic development. Adopted unanimously by the member states of the United Nations (UN) in 2015, the goals are remarkable for the global commitment on a set of targets to reach by 2030, but also for the lack of a strategy of implementation. The choice of appropriate action is handed over to individual governments, some of which are limited by their lack of resources. This book explores how implementation of the sustainable development goals (SDGs) can be developed, especially in developing countries. The content, strengths and weaknesses of the SDGs are critically examined, alongside their relationship to ongoing academic research. The authors also investigate the actions of governments over the past three years by looking at the national strategies they have presented at annual meetings of the UN High-Level Political Forum. Improving the Sustainable Development Goals takes a critical but constructive approach, pointing out risks as well as possible remedies. The SDGs are seen as an opportunity for a global conversation on what works in solving some fundamental problems relating to poverty and environmental degradation. With the inclusion of a chapter by Tobias Ogweno, former member of the Kenya’s UN mission, this book will appeal to all those who are interested in policy analysis with a focus on development issues.

This book is a cornerstone resource for a wide range of organizations and individuals concerned with sustainable development at national or local levels, as well as for international organizations concerned with supporting such development. Whilst the focus is on integrated strategies for sustainable development, the approaches and methods covered are equally relevant to poverty reduction, environmental and sectoral strategies, programme development and review. Agenda 21 called for all countries to develop sustainable development strategies. For such strategies to be effective there needs to be a real commitment. In every country, government at all levels, the private sector, and civil society, must work together in a true partnership, in transparent ways which enable genuine stakeholder participation. The necessary mechanisms and processes need to be coordinated to enable continuous learning and improvement. This resource book provides flexible, non-prescriptive guidance on how to develop, assess and implement national sustainable development strategies. It sets out principles and ideas on process and methods, and suggests how these can be used. It is based on an analysis of past and current practice, drawing directly from experience in both developed and developing countries. Following a discussion of the nature and challenges of sustainable development and the need for strategic responses to them, the heart of the book covers the main tasks in strategy processes. Individual chapters offer a rich range of guidance, ideas and case studies.

The IUCN Strategies for Sustainable Development Handbook Series This handbook is one in a series being produced by IUCN and its partners to assist countries and communities implement Agenda 21, the action programme of the United Nations Conference on Environment and Development. The series will include handbooks on national strategies for sustainable development, local strategies, assessing progress towards sustainability, biodiversity action plans, .involving indigenous peoples, and on integrating population and resource use planning; and regular companion volumes of case studies addressing the key issues of concern to strategy implementation. Many international agreements and action plans now call for countries to undertake national strategies. These strategies seek to involve communities in united approaches to sustainable development. Some are sectoral, such as tropical forest strategies, others are thematic, covering topics such as biodiversity, education or climate change. Still others, such as national conservation strategies and national environment action plans, are evolving to become more comprehensive processes, drawing together economic, social and environmental development actions. This handbook is for people involved in strategies. It draws on experiences in different regions of the world to present options and examples of the role of strategies in sustainable development. 3 decision support techniques that do not depend exclusively on market incentives and monetary valuation. The World Conservation Strategy published by the mCN (1980) recognised the full dimensions of these problems, and introduced the concept of sustainable development, placing the emphasis on the exploitation of natural systems and the use of biological natural resources within limits so that the availability of these resources for use by future generations would not be jeopardised by the current use of them. At this time, the imposition of quotas and the definition of critical loads and environmental standards were suggested as the sorts of instruments necessary to cope with the problems of limited availability of environmental resources. Although the mCN publication did not obtain a high international profile, the idea of policy norms to respect critical loads has become quite widely accepted in the environmental policymaking of Western countries. This has often put the policy agencies in difficult situations. Polluting industries are inclined to argue that the critical loads are defined too restrictively. The complexity and time lags of ecological effects makes it hard to say exactly what constitutes a critical load beyond which there will be irreversible damage, and lobbying interests can play on these uncertainties to try and weaken the environmental standards. In addition, polluting industries can use the argument of negative impacts on "the economy" (particularly as regards employment and export prospects) to blackmail governments, regulatory agencies and the general public.
