Our planning has been predicated on the assumption that counterair will play a central role in safeguarding our ground forces from air attack. US Air Force assumptions about future conflicts have proved to be in error. Since 1945 the Air Force has geared itself for air-to-air combat and a nuclear exchange with a major power. Although this is certainly America's most serious challenge, it has turned out to be the least likely one. For the reality of war has proved to be far different. Since World War II the US Air Force has fought in two wars against minor powers, used conventional weapons, and found its chief opposition to be ground-based air defense weapons. Not only did the nature of war prove different from the one anticipated, but the technology took a turn away from the offense to favor the defense. The big contributor to this shift in the balance between the offense and defense was the emergence of effective surface-to-air missiles. The airmen never appreciated the impact of ground-based air defense systems until it was too late. The US Air Force used ECM, direct action, and tactics to nullify the defensive threat but, in so doing and in relearning old lessons, suffered heavy losses. What should be emphasized to all American military personnel, especially all airmen, is that since World War I and especially since early 1944, US airmen have lost more aircraft in combat to ground-based air defense systems than to hostile aircraft. There is no indication that the future will be any different.

Development continued into the Cold War, resulting in the extensive introduction of surface-to-air missiles, or SAMs. Though the first combat success of such weapons was during the Vietnam War, when a Soviet-designed S-75 Dvina missile shot down a USAF F-4C Phantom on 24 July 1965, it was the Yom Kippur War of 1973 which brought surface-to-air missiles to the center stage. During this short but bitter conflict, Egyptian and Syrian air defenses shot down nearly fifty Israeli aircraft in the first three days alone—almost a fourth of Israel’s entire combat aircraft fleet. In all, Israel lost 104 aircraft during the war and, for the first time, more aircraft were lost to SAMs than any other cause. The age of surface-to-air missiles had dawned. In this unique examination, the author details the development of not just surface-to-air missiles, but all anti-aircraft artillery, since 1972. In observance of the 50th anniversary of the end of World War II, the Air Force History and Museums Program sponsored a symposium on the War in the Pacific held at the Bethesda, MD, Naval Officers' Club. The gathering offered a unique opportunity for its guest panelists -- participants in that war or historians of it -- to reflect on a variety of subjects: Japanese objectives; American military preparedness and grand strategy; the interaction between U.S. Army, Air, and Navy leaders; combined operations; political and diplomatic intrigue; the challenges of ground, air, and sea warfare within differing Pacific theaters; military science and technology; the essential role of intelligence; the proposed Allied invasion of the Japanese home islands; and the use of the atomic bombs.
