In der hier vorgelegten Studie geht es urn soziale Deutungsmuster von Bataillonskommandeuren der Bundeswehr, anders formuliert: urn eine Standortbestimmung aus der Sicht professioneller militari scher Fuhrer angesichts einer sich gravierend verandernden sicher heitspolitischen Lage. Auf diese Weise soll dazu beigetragen werden, die Denk- und Sinnstrukturen der Angeh6rigen einer mili tarischen Elite offenzulegen, die bei der Operationalisierung militarischer Sicherheitskonzeptionen eine Schlusselposition einnimmt. Zunachst wird kurz auf liel und lweck der Untersuchung eingegan gen, bevor in einem Problelaufrip die zugrunde liegende Fragestel lung skizziert wird. Daran schlie~t sich die Darstellung des konzeptionellen und letha dischen Rahlens an. Dabei wird in das Konzept der sozialen Deu tungsmuster eingefuhrt, das als konstitutiver Bestandteil indivi dueller und zugleich vergesellschafteter Konstruktion von Wirk lichkeit verstanden wird. Zu ihrer Erfassung gilt - methodologisch begrundet - eine qualitative Vorgehensweise als besonders geeig net. 1m Mittelpunkt des Forschungsprojekts stehen Bataillonskomman deure. Daher wird diese Gruppe naher beschrieben und auf ihre - 2 - Bedeutung innerhalb des Offizierkorps der Bundeswehr eingegangen, bevor der Ablauf der empirischen Erhebung geschildert wird. Die Darstellung der Ergebnisse spiegelt in groben Zugen die thema tischen Kristallisationspunkte der problemzentrierten Interviews mit den Kommandeuren wider und versucht, von einander getrennte, aber gleichwohl aufeinander bezogene soziale Deutungsmuster pro fessioneller Wirklichkeit zu erfassen. Ein kurzer Exkurs erschlie~t eine zusatzliche Perspektive: die Sicht von Bataillonskommandeuren der damaligen Nationalen Volks armee der DDR in der Phase des. Obergangs.

During the last decade or so there has been a shift in evaluating Com munist China from a more Soviet influenced view to a "taking-China-much more-serious" one. China seems to follow her own line again in contrast to Soviet Russian models of the recent past. The question raised in this paper aims therefore at defining something like a common Chinese pattern of change which involves decline of past traditions together with the develop ment of new ones. In order to show this, three outstanding examples of Confucianist reactions to the new situation are described from about 1860 down to 1920, followed by an attempt at systematizing certain common features of a Chinese culture model which would serve the purpose of hold ing China together in the face of sweeping changes. The situation during the 18th century seems to indicate a cultural stand still beneath the surface of maximum political achievement. There were few, if any, new creative forces which would have pushed China to a more favourable position against the oncoming challenge of Western aggressive ness. Painstaking textcritical scholarship brought new light on understand ing China's ageold Classics paving the way for modernizing interpretations later, and a growing insistence on practical studies brought younger genera tions to become aware of China as a huge pulsating social and economic organism thereby preparing them for resistance against Western impacts. But the Chinese society as a whole seemed to remain unmoved.

The Iron Curtain fell over a quarter of a century ago. With it fell also the relatively straightforward Western assumption that war was going to be a bi-polar, symmetrical affair, albeit one with nuclear overtones - an assumption around which the training and education of military officers had hitherto been built. The immediate post Cold War period showed officers wearing a blue, rather than a green helmet, negotiating with opponents whom they ought not to call enemies and keeping the peace in situations where there was no peace to keep. Added to this was the phenomenon of international terrorism, which manifested itself on the strategic, rather than merely the tactical level. Counter-insurgency operations in Iraq and Afghanistan demonstrate how difficult it is to win the hearts and minds of the local population while subduing the enemy at the same time. With the distinction between what is morally right and wrong becoming ever more blurred, the moral dilemmas of officers and men have begun to multiply and the need to reconsider the basic assumptions and practices of military ethics education in this highly unpredictable world has become ever more urgent. This volume, arising out of a conference held at the Centre for Leadership Development and Civic Education of the German Armed Forces, attempts to address that need. It offers the insights both of officers with combat experience and academics closely familiar with military training, and uniquely bridges the gap between theory and practice in the teaching of military ethics.
