This text offers a practical approach for understanding the US Army's extremely complex global logistics system, widely acknowledged as one of the largest in the world. The focus is on inventory management policy where prescriptions are illuminated through the prism of an enterprise supply chain analysis. Although Army aviation logistics examples are emphasized throughout, the fundamental issues and potential solutions are broadly applicable to other large-scale military and industrial supply chains as well. Following a summary of recent trends for background and context, a multi-stage conceptual model of the logistics structure is presented to segment and guide the effort. This multi-stage model is used to systematically analyze major organizational components of the supply chain, diagnose structural disorders and prescribe solutions. Integration challenges are addressed using cost-benefit perspectives which incorporate supply chain objectives of efficiency, resilience, and effectiveness. The design and evaluation section proposes an "analytical architecture" consisting of four complementary modeling approaches, collectively referred to as "dynamic strategic logistics planning", to enable a coordinated, enterprise approach for Army Logistics Transformation. An organizational construct is presented for an "engine for innovation" to accelerate and sustain continual improvement for Army logistics and supply chain management - a "Center for Innovation in Logistics Systems". Finally, strategic management challenges associated with enterprise integration and transformational change are addressed: organizational design; management information and decision support systems; strategic alignment for a learning organization; and workforce considerations including human capital investment needs. The text concludes with a relevant historical vignette and closes with a summary of expected benefits.

In accordance with a request by Army Research Office, Office of the Chief, R & D, the Earth Sciences Division, QM R & E Command, has put into usable form and brought together in this brief preliminary report, a selection from its available material on certain environmental conditions that might affect military logistics in Thailand. A complete study of all aspects of the environment has not been attempted. Material from studies of this Division already completed or in progress particularly dealing with climatology, along with current available literature, has been used. Maps are included showing conditions for sample months, representing the two great contrasting seasons that dominate the climate in Thailand: the wet season, when movement is confronted by deep mud and green, leafy landscapes, and the dry season, with its clouds of dust and brown, dry countryside. Some continuity for the entire yearly cycle is provided by the 12-month graphs of climatic elements for Bangkok, a station fairly representative of Thailand climates (Fgs. 18-20). Figure 20 suggests the extent to which the climates of the different parts of Thailand resemble those of the rest of Southeast Asia. The report is designed to provide some insight into the character of the environment and its relation to human activity in an important part of Southeast Asia. Insects and other animal life are dealt with as a part of the environment of special concern to people moving into the area. Food geography is closely related to natural geographic factors, is an element of considerable practical importance logistically to any American forces in the area, and is of concern in relations with the regular residents.

The first official use of the term "transformation" is often attributed to the document Joint Vision 2010 published in 1996. Logistics, an integral component to this transformation, is adjusting as well. As a part of logistics transformation, maintenance has been thoroughly reworked. Maintenance transformation must address the issues presented by a transforming Army while it is at war. General Systems Theory offers many valuable insights into how a transformed maintenance system should develop. Used in conjunction with pertinent historical data and developed with Army transformation goals in mind, general systems thinking can provide the framework for guiding maintenance transformation. System aspects such as stability, interaction and feedback provide the universal qualities that any valid system must possess. Applying these aspects to the pillars of Army maintenance system transformation, multi-capable maintainer, conceptual foundations, maintenance organization and CL IX (repair parts), will provide principles to guide the development of transformation as a whole, recognizing the impact of several systems that must work together. The paper will show that maintenance transformation, as it is understood currently, is insufficiently resourced to meet the requirement of adequately maintaining the Army's operational readiness. A section is devoted to the issues that face the maintenance system today that can be resolved without solutions that are transformational in nature or spurred by a revolution in military logistics and mainly involve enforcing standards and instilling discipline into the maintenance process. Finally, the impact of the debate between effectiveness and efficiency proves useful in prioritizing efforts and designing the maintenance system to ensure it is resourced to sustain the Army in its continuing mission of fighting and winning our Nation's wars.

This report reviews the state of the art in readiness and sustainability measurement and develops a strategic concept design for measurements that would better serve high-level defense decisionmakers. The authors identify (1) incremental improvements that would raise the value of information derived from current reporting and analysis systems and (2) a new concept for assessing readiness and sustainability that would integrate several existing reporting and analysis approaches. The findings indicate that today's indicators of readiness and sustainability do not provide high-level defense decisionmakers with appropriate information. Estimates of the levels of activity that U.S. forces could achieve over time in different contingencies would be more useful. Using continuous numerical scales and showing changes during a contingency, such integrated assessments should prove more sensitive to resource level changes and allow easier comparisons from year to year.
