This regulation, Army Regulation AR 614-200 Enlisted Assignments and Utilization Management January 2019, prescribes the reporting, selection, assignment, and utilization of Regular Army (RA) enlisted personnel. It provides general assignment policies and responsibilities for managing the enlisted force. This regulation provides guidance on the selection of enlisted Soldiers for assignment, utilization, reclassification, detail, transfer, and training as implemented by DODI 1315.18.This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated. It also applies to Regular Army Enlisted Soldiers, excluding initial entry training Soldiers governed by AR 612-201 and those Soldiers detailed outside the Department of Defense. It also applies to the Army National Guard/Army National Guard of the United States and the U.S. Army Reserve (including active guard re-serve Soldiers), unless otherwise stated. During mobilization, the guidance in this publication may be modified by the proponent to support policy changes as necessary. This regulation is required during mobilization. The portion of this regulation that requires registration of military sexual offenders (chapter 3, section V) is punitive and violations of that provision may subject military sexual offenders to nonjudicial or judicial action under the Uniform Code of Military Justice.

This book presents the U.S. Army Asymmetric Warfare Group (AWG) as an example of successful change by the Army in wartime. It argues that creating the AWG required senior leaders to create a vision differing from the Army’s self-conceptualization, change bureaucratic processes to turn the vision into an actual unit, and then place the new unit in the hands of uniquely qualified leaders to build and sustain it. In doing this, it considers the forces influencing change within the Army and argues the two most significant are its self-conceptualization and institutional bureaucracy. The work explores three major subject areas that provide historical context. The first is the Army’s institutional history from the early 1950s through 2001. This period begins with the Army seeking to validate its place in America’s national security strategy and ends with the Army trying to chart a path into the post-Cold War future. The Army’s history is largely one of asymmetric warfare. The work thus examines several campaigns that offered lessons for subsequent wars. Some lessons the Army took to heart, others it ignored. As the AWG was a direct outgrowth of the failures and frustrations the Army experienced in Afghanistan and Iraq, the book examines these campaigns and identifies the specific problems that led senior Army leaders to create the AWG. Finally, the work chronicles the AWG’s creation in 2006, growth, and re-assignment from the Army staff to a fully-fledged organization subordinate to the U.S. Army Training and Doctrine Command in 2011 to its deactivation. This action resulted not from the unit’s failure to adapt to a post-insurgency Army focusing on modernization. Rather, it resulted from the Army failing to realize that while the AWG was a product of counterinsurgency, it provided the capability to support the Army during a period of great strategic and institutional uncertainty.

This regulation, Army Regulation AR 215-3 Morale, Welfare, and Recreation (MWR): Nonappropriated Funds Instrumentalities Personnel Policy August 2019, establishes policies for the administration of a total human resources (HR) program for nonappropriated fund (NAF) employees of the Department of the Army (DA). The policies are based on Section 2105(c), Title 5, United States Code (5 USC 2105(c)) which explains NAF employees are federal employees within the Department of Defense (DOD), and, while not subject to many of the personnel laws administered by the Office of Personnel Management (OPM), NAF employees are included under the laws listed under 5 USC 2105(c)(1). This regulation includes those laws as well as other federal laws, executive orders (EOs), OPM, and DOD policies when NAF employees are specifically included as well as any judicial and administrative interpretation provided by courts and agencies such as the Federal Labor Relations Authority and Equal Employment Opportunity Commission. All such authorities are listed as references. This regulation provides uniform policies governing personnel management and administration for employees of nonappropriated fund instrumentalities of the Department of Army. It incorporates the requirements of DODI 1400.25, Volumes 1401 through 1471 and the Office of Personnel Management instructions when they specifically address nonappropriated fund instrumentality employees. This regulation applies to civilian employees and off-duty U.S. Army military personnel who are paid from non-appropriated funds and are under the exclusive control of the Secretary of the Army, including the following: all civilian employees and off-duty U.S. military personnel employed by a nonappropriated fund instrumentalities within the United States; U.S. citizens and all off-duty U.S. military personnel or permanent residents of the United States, its territories, and possessions, including the Commonwealth of Puerto Rico, employed by a nonappropriated fund instrumentality outside the United States except where specifically limited to employees within the United States. This regulation does not apply to foreign nationals or third country nationals employed in foreign areas; employees of private associations and funds; independent contractors, such as professional entertainers, where no employer/employee relationship exists; civilian instructors and administrators in the General Education Program who are employed in accordance with a special con-tract; the Army National Guard or U.S. Army Reserve; individuals employed by private concessionaires doing business un-der contract with a nonappropriated fund instrumentality; nonappropriated fund employees of the Air Force, the Navy (Bureau of Personnel, Navy Exchange and the Marine Corps) and the Army and Air Force Ex-change Service; employees paid from appropriated funds; and commissioned and warrant officers of the military components.
