This publication is a revision of ATP 4-90, Change 1, Brigade Support Battalion, last published in 2014. This Army techniques publication (ATP) was written for commanders, staffs, and Soldiers assigned to a BSB, BCT, or other functional and multifunctional support brigades. It provides relevant information on the capabilities of the BSB and BSB employment considerations. ATP 4-90 clarifies existing BSB doctrine. The ATP chapters are structured in line with the BSB's functions as opposed to its task organization. The updates to ATP 4-90 expands on the employment of a brigade support battalion. It provides detailed information on command and control including the operations process, sustainment support concept development, BSB in brigade support area operations, echeloning of BSB support capability in the BCT area of operation (AO), discussion on the two levels of maintenance, and other topics. Organization graphics are updated with organizational changes. This publication modifies the definitions of area support and echelon support. ATP 4-90 contains eight chapters and three appendices: an appendix on the BSB's mission essential task list with key collective tasks, security force assistance brigade (SFAB) appendix, and an appendix containing sustainment planning factors. ATP 4-90 chapters are: Chapter 1 includes the characteristics, core competencies, capabilities, functions, organization, and operations of the BSB to BCT and multifunctional support brigade. The chapter discusses how the BSB supports BCT execution of decisive action. Additionally, the chapter describes how the BSB supports the BCT's decisive action tasks during large-scale ground combat operations. Chapter 2 describes how the BSB commander and staff execute mission command by applying command and control. It describes how the command post is organized with functional and integrating cells. It describes the responsibilities of the commander and staff conducting the operations process and considerations for staff roles in the cells of the command post. Chapter 3 provides an overview of the BSB's support operations section. The chapter also includes information on creating and using a sustainment concept of support, staff running estimates, logistics synchronization matrix, sustainment overlay, and other key logistics planning tools. It also describes materiel management and its functions. Chapter 4 provides an overview of support areas at different levels and describes the fundamentals, operations, and considerations at the BCT level for the establishment, operation, protection, and displacement of the brigade support area. Chapter 5 provides an overview of how the BSB arrays forces and echelons sustainment across the battlefield to the brigade through the use of field, combat, and company trains. The chapter also discusses the use of a forward logistics element and echelon above brigade sustainment units that support the BCT. Chapter 6 provides an overview of distribution fundamentals at the BCT level and describes the role, organization, and operations of the BSB's distribution company, forward support companies, and other units that provide distribution support to the BCT. Chapter 7 provides an overview of maintenance fundamentals at the BCT level as well as describes the role, organization, and operations of the BSB's field maintenance company and forward support companies. Chapter 8 provides an overview of medical support at the BCT level as wells as describes the role, organization, employment, and operations of the brigade support medical company.

This United States Army Military Police manual, Army Techniques Publication ATP 3-39.30 Security and Mobility Support May 2020, examines the military police discipline of security and mobility support and how military police support Army, joint, and multinational forces by conducting the tactical tasks and activities associated with security and mobility support. ATP 3-39.30 provides military police commanders, staffs, and Soldiers a foundation for the conduct of security and mobility support across the range of military operations. The focus is primarily on those tactical tasks and activities (facilitated by military police technical capabilities) that enable the elements of combat power. It describes how military police are employed to protect the force and noncombatants and how they facilitate the preservation of the commander's freedom of action. The security and mobility support discipline enables and is enabled by the other military police disciplines of police operations and detention operations. Each discipline is seen through a policing or corrections lens and is driven by the integrating function of police intelligence. Police intelligence operations (PIO) support commanders at all levels through the integration of police intelligence activities within all military police operations. The disciplines are interdependent areas of expertise within the Military Police Corps Regiment. The tasks in this discipline are focused on those military police tasks that are typically performed in a tactical environment, and while military police are the proponent for many of these tasks, some of these tasks may also be performed by other members of the combined arms team. Military police conducting tasks within the security and mobility support discipline are typically in a support role. These tasks are primarily focused on applying military police combat power in support of the movement and maneuver and protection warfighting functions; however, security and mobility tasks also support the conduct of populace and resources control (PRC). Military police perform many security and mobility support tasks and activities in the support area, making them a significant enabler to the sustainment warfighting function. Security and mobility support is enabled and facilitated by the technical tasks embodied in the military police disciplines of police operations and detention operations. These disciplines and the integrating function of PIO are described in-depth in other military police manuals and will be referred to when they are critical to discussions supporting the discipline of security and mobility support. ATP 3-39.30 includes significant changes from previous versions. It is divided into five chapters and four appendixes.

We remain a nation at war in an era of persistent conflict, but we do not stand alone. Our nation has many multinational partners, equally committed to freedom, rule of law and stability. It is clear that we are stronger when we act with partners in today's operating environment. Therefore, security force assistance is no longer an "additional duty." It is now a core competency of our Army. As distinctions separating war and peace blur and challenges to security increase, we must seek to help our multinational partners successfully confront their security challenges. Security force assistance builds our multinational partners' capability to defeat regular, irregular, and hybrid threats prevalent in an era of persistent conflict. The two pillars of security force assistance are the modular brigade and Soldiers acting as advisors. Their tactical efforts build partner capability and improve the security situation. Over time, U.S. forces and partners foreign security forces collectively set the conditions to defeat common threats and ultimately achieve strategic success. This manual addresses common characteristics and considerations for conducting security force assistance and clarifies what units and individual advisors must understand to work "by, with, and through" their counterparts. Since every situation and foreign security force is unique, units and individuals conducting security force assistance must carefully analyze the operational environment, especially the relationships of foreign security forces and their population. Conducting successful security force assistance requires adaptive units led by wellinformed, culturally astute leaders. FM 3-07.1 provides commanders, staffs, and advisors with the common doctrine for achieving this goal. Conducting foreign security assistance requires great skill in building relationships and "leading from behind." We must all increase our understanding of this important mission.

This field manual (FM) is the Army's doctrinal publication for security force assistance (SFA). It provides doctrinal guidance and direction for how U.S. forces contribute to SFA. It focuses on the brigade combat team (BCT) conducting SFA and advising foreign security forces. It is based on lessons learned from previous advising efforts and recent combat operations with a view to the future. It supports the Army Education System instruction on the theory and conduct of SFA. The two primary audiences for this manual are leaders in BCTs conducting SFA and Soldiers assigned as advisors. The BCT is the largest fixed tactical organization and the key formation of the Army's modular organization. Army modularity allows commanders to add selective units to assist the BCT as it conducts SFA. The BCT and higher echelons provide the framework for advisors to function and accomplish the mission- developing foreign security forces and, when appropriate, working by, with, and through foreign security forces to achieve the desired end state of the host nation's internal defense and development. Thus, Soldiers assigned as advisors are the key element of SFA. This FM provides the conceptual framework for conventional forces to conduct SFA within the construct of full spectrum operations, across the spectrum of conflict. It addresses SFA at operational and tactical levels. Army doctrine is consistent and compatible with joint doctrine. FM 3-07.1 expands on fundamental principles for SFA expressed in FM 3-07. FM 3-07.1 uses text and concepts developed with North Atlantic Treaty Organization partners and ABCA (America, Britain, Canada, Australia, and New Zealand program armies). Terms that have joint or Army definitions are italicized and the number of the proponent manual follows the definition. FM 3-07.1 will be the proponent manual for foreign security forces as a term.
