Este libro, más allá de la reflexión sobre los temas tratados en el evento que se realizó entre el 14 y el 16 de noviembre de 2018, revela preocupaciones colectivas acerca del manejo del territorio, la ciudad y la arquitectura contemporánea en diferentes escalas que interactúan entre sí, lo que vuelve complejo entretejer los elementos de la discusión en donde el conocimiento de lo local en cada uno de los contextos del continente es indispensable para comprender la diversidad y heterogeneidad que nos caracteriza. Los temas del territorio a la arquitectura han sido los grandes capítulos que tuvieron como hilo conductor tres valores universales que nos identifican como colectivo social: la identidad que ha sido discutida desde que se creó el SAL hace 36 años, y al momento continúa elaborando pensamiento latinoamericano sobre quiénes somos y cómo se expresa ese pensamiento en la arquitectura. La solidaridad, es otro valor que ha permitido la perviviencia de las comunidades locales, mediada casi siempre por la negociación y los acuerdos colectivos, matizados a menudo en la práctica. Finalmente, la austeridad ha sido un principio que se resume en la posibilidad de resolución de problemas con pocos recursos. En este sentido, la ciudad y la arquitectura es el espacio en el que se hacen visibles éstos valores con matices particulares en Latinoamérica y en donde tenemos el compromiso de seguir trabajando como academia y colectividad.

La difícil situación acaecida por el covid-19 y la pos-pandemia, aumentan la acritud de la crisis social, económica y política, evidenciando las debilidades gubernamentales, las limitaciones de la academia en la producción científica y técnica en beneficio social y las inconveniencias del mercado inmobiliario en la dotación de vivienda para sectores vulnerables. A lo señalado se añade la falta de creatividad en modalidades arquitectónicas y constructivas desde las cualidades culturales y simbólicas locales que podrían resolver gran parte de los requerimientos de la población. Esto demanda replantear la enseñanza y la práctica de la arquitectura proyectando diseños asequibles, logrando el mejoramiento de sistemas constructivos y materiales locales como el adobe, la madera, la piedra, el ladrillo artesanal, que son sustentables y resistentes a rigores climáticos y eventos telúricos; renovar programas para promover la economía solidaria y recuperar los distintivos de la organización y gestión comunitaria; incentivar la participación ciudadana en la dotación de servicios y equipamiento, e impulsar el compromiso social y gubernamental para equiparar edificación y conservación del entorno natural.
