Artificial intelligence (AI) may be the most beneficial technological development of the twenty-first century.Media hype and raised expectations for results, however, have clouded understanding of the true nature of AI—including its limitations and potential. AI at War provides a balanced and practical understanding of applying AI to national security and warfighting professionals as well as a wide array of other readers. Although the themes and findings of the chapters are relevant across the U.S. Department of Defense, to include all Services, the Joint Staff and defense agencies as well as allied and partner ministries of defense, this book is a case study of warfighting functions in the Naval Services—the U.S. Navy and U.S. Marine Corps. Sam J. Tangredi and George Galdorisi bring together over thirty experts, ranging from former DOD officials and retired flag officers to scientists and active duty junior officers. These contributors present views on a vast spectrum of subjects pertaining to the implementation of AI in modern warfare, including strategy, policy, doctrine, weapons, and ethical concerns.

Artificial Intelligence Wars explores the increasing role of artificial intelligence in military strategy and the ethical challenges of automated conflict. It examines how AI is transforming the battlefield, from strategic planning to the deployment of lethal force, underscoring why understanding these shifts is vital for policymakers and concerned citizens. The book delves into the integration of AI in military decision-making, autonomous weapon systems, and the legal frameworks struggling to adapt to these technologies. The book charts the evolution from early mechanical inventions to today's AI systems, explaining machine learning, neural networks, and natural language processing. While AI offers potential advantages like efficiency and precision, the book cautions that unchecked deployment could lead to unintended escalation and algorithmic bias. For example, AI could enhance surveillance and logistics. Structured in three parts, the book first introduces core AI concepts and their current applications. It then discusses lethal autonomous weapon systems (LAWS), examining the technical challenges, strategic implications, and ethical debates. Finally, it addresses accountability, bias, and potential unintended consequences, proposing policy recommendations for responsible AI development in the military, providing a comprehensive understanding of AI's complex issues.

Military conflicts, particularly land combat, possess the characteristics of complex adaptive systems: combat forces are composed of a large number of nonlinearly interacting parts and are organized in a dynamic command-and-control network; local action, which often appears disordered, self-organizes into long-range order; military conflicts, by their nature, proceed far from equilibrium; military forces adapt to a changing combat environment; and there is no master ?voice? that dictates the actions of every soldier (i.e., battlefield action is decentralized). Nonetheless, most modern ?state of the art? military simulations ignore the self-organizing properties of combat. This book summarizes the results of a multiyear research effort aimed at exploring the applicability of complex adaptive systems theory to the study of warfare, and introduces a sophisticated multiagent-based simulation of combat called EINSTein. EINSTein, whose bottom-up, generative approach to modeling combat stands in stark contrast to the top-down or reductionist philosophy that still underlies most conventional military models, is designed to illustrate how many aspects of land combat may be understood as self-organized, emergent phenomena. Used worldwide by the military operations research community, EINSTein has pioneered the simulation of combat on a small to medium scale by using autonomous agents to model individual behaviors and personalities rather than hardware.

In the battle for the streets of Mosul in Iraq, drones in the hands of ISIS terrorists made life hell for the Iraq army and civilians. Today, defense companies are racing to develop the lasers, microwave weapons, and technology necessary for confronting the next drone threat. Seth J. Frantzman takes the reader from the midnight exercises with Israel’s elite drone warriors, to the CIA headquarters where new drone technology was once adopted in the 1990s to hunt Osama bin Laden. This rapidly expanding technology could be used to target nuclear power plants and pose a threat to civilian airports. In the Middle East, the US used a drone to kill Iranian arch-terrorist Qasem Soleimani, a key Iranian commander. Drones are transforming the battlefield from Syria to Libya and Yemen. For militaries and security agencies—the main users of expensive drones—the UAV market is expanding as well; there were more than 20,000 military drones in use by 2020. Once the province of only a few militaries, drones now being built in Turkey, China, Russia, and smaller countries like Taiwan may be joining the military drone market. It’s big business, too—$100 billion will be spent over the next decade on drones. Militaries may soon be spending more on drones than tanks, much as navies transitioned away from giant vulnerable battleships to more agile ships. The future wars will be fought with drones and won by whoever has the most sophisticated technology.

Artificial Intelligence is going to war. Intelligent weapon systems are here today, and many more are on the way tomorrow. Already, they're reshaping conflict--from the chaos of battle, with pilotless drones, robot tanks and unmanned submersibles, to the headquarters far from the action, where generals and politicians use technology to weigh up what to do. AI changes how we fight, and even how likely it is that we will. In battle, warbots will be faster, more agile and more deadly than today's crewed weapons. New tactics and concepts will emerge, with spoofing and swarming to fool and overwhelm enemies. Strategies are changing too. When will an intelligent machine escalate, and how can it be deterred? Can robots predict the future? And what happens to the 'art of war' as machines themselves become creative? Autonomous warfare makes many people uneasy. An international campaign against 'killer robots' hopes to ban AI from conflict. But the genie is out--AI weapons are too useful for states to outlaw. Still, crafting sensible rules for warbots is possible. This fascinating book shows how it might be done.

Winner of the 2019 William E. Colby Award "The book I had been waiting for. I can't recommend it highly enough." —Bill Gates The era of autonomous weapons has arrived. Today around the globe, at least thirty nations have weapons that can search for and destroy enemy targets all on their own. Paul Scharre, a leading expert in next-generation warfare, describes these and other high tech weapons systems—from Israel’s Harpy drone to the American submarine-hunting robot ship Sea Hunter—and examines the legal and ethical issues surrounding their use. “A smart primer to what’s to come in warfare” (Bruce Schneier), Army of None engages military history, global policy, and cutting-edge science to explore the implications of giving weapons the freedom to make life and death decisions. A former soldier himself, Scharre argues that we must embrace technology where it can make war more precise and humane, but when the choice is life or death, there is no replacement for the human heart.
