Masih segar dalam ingatan saya ketika Gubernur Sulawesi Selatan , Prof.DR.Ahmad Amiruddin membuka seminar nasional Arung Palakka, 28 Desember 1992, di Aula Kantor Bupati Bone yang kelak menjadi Aula Arung Palakka. Ketika itu Saya dalam kedudukan sebagai Anggota DPRD Bone dan direkrut menjadi salah seorang panitia. Gubernur dalam sambutan tidak tertulis menyatakan: Sejarah ibarat sebuah kereta yang berlari kencang, jika kita tidak segera melompat ke dalamnya, kita akan tertinggal. Apakah beliau menyetir pendapat ahli atau tidak dan makna apa yang ada dibalik pernyataan itu masih saya raba-raba hingga saat ini. Namun saya menduga waktu itu, dan menangkapnya bahwa beliau ingin menyampaikan: Pertama, sejarah hanya sekali terjadi, setelah itu dia telah berlalu dan menulis dirinya seperti apa adanya dan tidak bisa dikutak-katik orisinalitasnya. Kedua, sejarah itu berlari dan ketika kita tidak melompat ke dalamnya, maka kita telah ditinggalkan. Seminar pada hari itu sudah barang tentu mencoba meletakkan orisinalitas sejarah dan mengajak yang hadir atau kita yang saat ini membaca buku ini untuk mensejarahkan diri atau menyerah.

Studi kebijakan publik melihat proses pembentukan kebijakan sebagai suatu proses siklus di mana terdapat berbagai tahapan yang pasti dan berulang kembali. Tahapan-tahapan pembentukan kebijakan publik menunjukkan bahwa suatu tahapan proses kebijakan publik terkait dengan tahapan yang sebelumnya dan mempengaruhi tahapan yang selanjutnya. Kenyataan ini tidak simetris dengan siklus lima tahunan aktor kebijakan publik daerah. Secara normatif pembangunan menganut asas kesinambungan, pembangunan juga dilakukan secara bertahap berorientasi jangka panjang sebagai patron. Dilema ini menghadapkan dua pilihan menganut sistim kebijakan yang never ending atau kebijakan menuruti siklus politik lima tahunan.Ada beberapa kebijakan hebat hanya pada masa pencetus dan aktor kebijakannya masih berkuasa. Setelah itu tidak lagi, dia redup dan kemudian mati. Hal ini secara teori diterima bahwa yangmengambil kebijakan, yang memutuskan adalah yang berwenang. Kewenangan menjadi nafas bagi siklus kebijakan. Kewenangan di satu sisi ada batasnya kebijakan pada sisi yang lain tak terbatas. Satu kebijakan perlu evaluasi, dan ini dapat menjadi celah modifikasi sebagaimana skema kebijakan David Easton yang mengikuti pola sistem politik. Namun sifat khas kebijakan “selalu ada alasan untuk bertindak atau tidak”, dalam hal ini sentimen politik sensitif menjadi pengungkit.
