Jörg Vogelmann looks into one of the central political and economic relationships of the 21st century. The author finds Sino-U.S. ties marked by strong, slightly asymmetric (economic) interdependence, a relatively fast economic power transition under way as well as slow to moderate shifts in military power. He develops a neoliberal and a neorealist grand theory picture of Sino-U.S. and international relations, and empirically verifies these influential perspectives by analyzing post-Cold War Chinese and U.S. foreign policies in the major flashpoints the Taiwan and the North Korea issue. This book identifies differing approaches to the issues of conceptualising hegemony, hegemony-building processes and the relationship between a hegemonic state and a rising power. It focuses on transformations of the Chinese state, society and political-economy, China’s rapidly ascending status in the world order and changing relations with the outside world, in particular with the US. Bringing together mainstream and critical approaches from Anglo-America and China, which occupy different positions in the core-periphery structure of social sciences knowledge production and provide diverging standpoints to understanding the phenomenon of a rising China, the book questions the existing division of labour in IR and in general social sciences knowledge production. Through the lenses of multiple Anglo-American and Chinese scholars, it offers a nuanced and multifaceted view on the issue and focuses on a direct comparison of different localized perspectives. The author scrutinizes the heterogeneity of knowledge, the relationship between power and knowledge production and the region-centricity, in particular the Western-centricity, of knowledge production by analysing the discourse on the "(re-) rising" status of China in the world. The book problematizes the close link between power and knowledge production and presents a more critical view on the conclusions drawn by each approach. China's continuing rapid economic growth and expanding involvement in global affairs pose major implications for the power structure of the international system. To more accurately and fully assess the significance of China's emergence for the United States and the global community, it is necessary to gain a more complete understanding of Chinese security thought and behavior. This study addresses such questions as: What are China's most fundamental national security objectives? How has the Chinese state employed force and diplomacy in the pursuit of these objectives over the centuries? What security strategy does China pursue today and how will it evolve in the future? The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest. To handle this situation, the study argues that the United States should adopt a policy of realistic engagement with China that combines efforts to pursue cooperation whenever possible; to prevent, if necessary, the acquisition by China of capabilities that would threaten America's core national security interests; and to remain prepared to cope with the consequences of a more assertive China.

The rapid modernization of the Chinese Navy is a well-documented reality of the post-Cold War world. In two decades, the People's Liberation Army Navy has evolved from a backward force composed of obsolete platforms into a reasonably modern fleet whose growth is significantly shaking the naval balance in East Asia. The rationale behind China's contemporary rise at sea remains, however, difficult to grasp and few people have tried to see how the current structure of the international system has shaped Chinese choices. This book makes sense of Chinese priorities in its naval modernization in a 'robust' offensive realist framework. Drawing on Barry Posen's works on sources of military doctrine, it argues that the orientation of Beijing's choices concerning its naval forces can essentially be explained by China's position as a potential regional hegemon. Yves-Heng Lim highlights how a rising state develops naval power to fulfil its security objectives, a theoretical perspective that goes farther than the sole Chinese case.
