This issue of the Asia Bond Monitor features a special chapter on housing bond markets, including insights on how they can be further developed in the region. Local currency bond markets in emerging East Asia continued to expand over the first quarter of 2019 despite trade conflicts and moderating global growth. At the end of March, there were $15 trillion in local currency bonds outstanding in emerging East Asia, 2.9% more than at the end of 2018 and 14.0% more than at the end of March 2018. Bond issuance in the region amounted to $1.4 trillion in the first quarter, 10.0% higher than in the last quarter of 2018 on the back of stronger issuance of government debt. This issue of the Asia Bond Monitor reveals that the COVID-19 pandemic and deepening global economic uncertainty are weighing heavily on local currency bond markets of emerging East Asian economies. Apart from emerging East Asia, government bond yields have also declined in major advanced economies and select European markets between 31 December 2019 and 29 February 2020. Local currency bonds outstanding in emerging East Asia totaled $16 trillion at the end of December 2019, up 2.4% from September 2019 and 12.5% higher than December 2018. Bond issuance in the region totaled $1.44 trillion in the fourth quarter of 2019, a 9.5% decline from September last year.

This edition presents recent developments in emerging East Asian local currency bond markets and features a special section about how increased climate risk awareness can influence investors' trading decisions. Bond yields in emerging East Asia declined from March to May amid easing inflationary pressures in the region and slower monetary tightening in the United States. The region's local currency bond stock grew 9.1% from a year earlier to $23.8 trillion at the end of March. The increase was largely driven by governments frontloading debt issuance to finance programs to support economic recovery. Corporate bond issuance remained moderate, partly due to higher interest rates.
