The world's environmental future will be determined in significant part by what happens in the rapidly industrialising and urban economies of Asia. This book is a remarkable case study of an environmental policy initiative for a national environmental regulatory system in the information age. In 1995 the Indonesian Ministry of Environment took the bold step to launch an environmental disclosure initiative called the Program for Pollution Control, Evaluation and Rating (PROPER). Under PROPER, environmental performance of companies is mapped into a five-color grading scale – Gold for excellent, Green for very good, Blue for good, Red for non-compliance, and Black for causing environmental damage. These ratings are then publicly disclosed through a formal press conference and posted on the internet. Not only did this simple rating scheme create a major media buzz and enhanced environmental awareness of the general public, but it also unleashed a wide range of performance incentives that showed how markets with environmental information could function in a developing country setting. The authors provide a multidisciplinary analysis of how the PROPER program harnessed the power of public disclosure to abate the problem of industrial pollution. They describe how the program has successfully improved the average environmental compliance rate from close to thrity per cent in 1995 to as high as seventy per cent in 2011. This improvement was driven primarily by information disclosure, which avoided expensive and unpredictable legal enforcement through the court system of Indonesia. The combination of institutional history and detailed economic and analyses sheds light on the role of policy entrepreneurs who laid the foundation for disclosure and transparency, despite the constraints of the Suharto regime. The PROPER program is now internationally recognized and continues to serve as a model for many developing countries.

Why do some economies seem to excel at effective pollution management while others miss the mark when responding to deteriorating urban environments? These studies of pollution management in East Asia's newly industrialized economies (NIEs) include successful government responses in Singapore and Taiwan, qualified results in China and Indonesia, and much more limited success in Thailand and Malaysia. In each example, Michael Rock considers the starting point of the economy as it began its path toward industrialization in the post World War II period. He discusses the relevant historical and political context, the pressures placed on the political system from domestic and international sources, and the influence of ongoing trends in East Asia for democratization and economic liberalization. Rock's text makes it clear that each economy found unique, innovative ways to link environmental protection to its own political and economic institutions. Thus, while public pressure from both home and abroad gave strong impetus to successful programs in Taiwan, the development of policy in Singapore involved limited public review and a centralized, government-led process. The result of Rock's scholarship is a book that provides important lessons without being reductionist. The book offers insights to apply to pollution management in a diverse range of developing nations, but avoids attempts for precise prescriptions, or universally appealing, normative answers. 'Grow first, clean up later' environmental strategies in the developing economies of East Asia - China, Korea, and Taiwan in Northeast Asia and Indonesia, Malaysia, the Phillippines, Singapore, Thailand and Vietnam in Southeast Asia - pose a critical regional and global sustainability challenge in this area of continuing rapid urban-based industrial growth. It is the most polluted region in the world. Whilst being at the leading edge of the processes of urbanization, industrialization, and globalization these economies are in the midst, not at the end, of their urban-industrial transformations. During the next 25 years urban populations in the region are expected roughly to double, and most of the industrial capital stock that will be on the ground by 2030 has not yet been built. Given East Asia's growing size in the world's economy and ecology, and its increasingly polluted environment, this looming urban-industrial transformation is both a challenge and an opportunity. Unless steps are taken now to make this transformation more sustainable, East Asia's, and the world's, environmental future is likely to deteriorate seriously. Using detailed case studies and rigorous empirical analyses Rock and Angel, leading experts in this field, show that East Asian governments have found institutionally unique ways to overcome the sustainability challenge. As a result of these findings, they demonstrate how even low income economies in the rest of the world can use regulatory polices, industrial policies, and an openness to trade and foreign investment that will increase the competitiveness of their firms whilst improving their environmental performance, thus proving an important antidote to those who argue that poor countries cannot afford to clean up their environment whilst their economies remain under-developed.
