Ten years in the making, this magisterial work—the second of a two-volume study—provides a unique perspective on uprisings in nine Asian nations in the past five decades. While the 2011 Arab Spring is well known, the wave of uprisings that swept Asia in the 1980s remain hardly visible. The grassroots movements in nine places in East Asia in the 1980s and 1990s are empirically reconstructed in this volume. Using social movements as a prism to illuminate the oft-hidden history of 20th-century Korea, this book provides detailed analysis of major uprisings that have patterned that country’s politics and society. From the 1894 Tonghak Uprising through the March 1, 1919, independence movement and anti-Japanese resistance, a direct line is traced to the popular opposition to U.S. division of Korea after World War Two. The overthrow of Syngman Rhee in 1960, resistance to Park Chung-hee, the 1980 Gwangju Uprising, as well as student, labor, and feminist movements are all recounted with attention to their economic and political contexts. South Korean opposition to neoliberalism is portrayed in detail, as is an analysis of neoliberalism’s rise and effects. With a central focus on the Gwangju Uprising (that ultimately proved decisive in South Korea’s democratization), the author uses Korean experiences as a baseboard to extrapolate into the possibilities of global social movements in the 21st century. Featuring cases from India, China, Nepal, Japan, South Korea, Singapore, Mongolia and Malaysia, the authors demonstrate and compare the differing uses of public deliberation in Asia. Many countries in Asia have long traditions of public deliberation, in both democratic and undemocratic settings, some of which continue today. Yet in the face of pressures from complex governance, popular protests and democratization, certain deliberative practices – notably deliberative polling – have been ‘parachuted’ into the region without regard to historical or traditional practices of deliberation. And, the motivations differ. Some states have made use of public deliberation in order to contain dissent, while others have more emancipatory goals in mind. The contributors to this book take a comparative perspective on the emergence and evolution of deliberative practices in Asia, and their relationships with democracy. They analyse the main motivations for introducing public deliberation in different political regimes and the effectiveness of public deliberation in Asian countries for solving problems and improving governance. Drawing on evidence from eight case studies from across three Asian subregions, this volume highlights the distinctive features of Asian populism in comparison with Western experiences. In contrast to the latter, populist practices in Asia tend to exhibit an ambiguous nature, often characterized by ad hoc and mixed ideological add-ons. The case studies shed light on the cultural dimension of populism, an aspect that has been largely overlooked in Western contexts. Empirical evidence shows that political culture and identity politics exert an influence on populist practices in Asia. In the meantime, populist attitudes towards the role of politicians, the popular will and the relationship between the elite and the people can serve as an explanatory variable for political outcomes. The relationship between populism and democracy in Asia is observed to be more intricate than that in Western contexts. Populism is not necessarily endogenous to democracy, and thus its emergence may not solely be a response to the crisis of democracy. The book presents a valuable resource for scholars and students of Asian politics and those looking at the phenomenon of populism through a comparative lens.
