This is the 1994 edition of the Asian Development Bank's annual survey of economic progress in its developing member countries in Asia and the Pacific. First published in 1989, the Outlook provides a comprehensive yet concise overview of recent economic developments and current issues. Economic trends and medium-term prospects for the region are discussed against a background of development in the world economy. Part I of the Asian Development Outlook 1994 provides an assessment of global economic trends and then traces recent growth experiences in the developing economies of Asia and the Pacific. Important aspects of regional macroeconomic performance and policy adjustments are reviewed, and growth prospects are evaluated. Part II contains detailed profiles of 32 developing Asian and Pacific nations plus analyses of recent economic performance. Topics examined include growth, savings and investment, employment, fiscal and monetary policies, and trade and the balanceof payments. For each country, prospects in each of these areas for the next two years are discussed. Part III of each issue of the Outlook provides an in-depth analysis of a topical development issue. For 1994 the special topic is urban poverty issues and policies in Asia. The section first presents indicators of urban poverty trends in Asian countries. It then discusses the characteristics of the urban poor and explores the proximate and underlying causes of poverty. Finally, the chapter discusses strategies for poverty-reducing growth and sectoral interventions for poverty alleviation.

After a disappointing 2019, growth prospects in developing Asia have worsened under the impact of the current health crisis. Signs of incipient recovery near the turn of this year were quickly overthrown as COVID-19 broke out in January 2020 in the region’s largest economy and subsequently expanded into a global pandemic. Disruption to regional and global supply chains, trade, and tourism, and the continued spread of the outbreak, leave the region reeling under massive economic shocks and financial turmoil. Across Asia, the authorities are responding with policies to contain the outbreak, facilitate medical interventions, and support vulnerable businesses and households. Assuming that the outbreak is contained this year, growth is expected to recover in 2021. Especially to face down fundamental threats such as the current medical emergency, innovation is critical to growth and development. As some economies in developing Asia challenge the innovation frontier, many others lag. More and better innovation is needed in the region to sustain growth that is more inclusive and environmentally sustainable. Five key drivers of innovation are sound education, productive entrepreneurship, high-quality institutions, efficient financial systems, and dynamic cities that excite knowledge exchange. The journey to creating an innovative society takes long-term commitment and hard work.

The annual Asian Development Outlook provides a comprehensive economic analysis of 43 economies in developing Asia and the Pacific. On the basis of the Asian Development Bank's unique knowledge of the region, this 19th edition examines trends and prospects in Central Asia, East Asia, South Asia, Southeast Asia, and the Pacific, in the context of global economic movements. This year's ADO throws a spotlight on a variety of structural issues in developing Asia, discussing prospects over the next few decades which will depend on how the region responds and adapts to a constantly changing environment. Developing Asia's performance in 2006 was exceptional, with aggregate gross domestic product for the region growing at 8.3%, the fastest since 1995. Growth was aided by highly favorable external environment, benign domestic circumstances, good economic management, and the fruits of reform efforts. Remarkable growth in India and the People's Republic of China underpinned this regional expansion. Strong growth looks set for 2007 and 2008. Lower oil prices should help soothe inflationary pressures as might shows that those countries who have sustained fast growth in developing Asia have both successfully industrialized and expanded services. In most Asian countries, fostering both industry and services is the only viable development model. The following elements are crucial for this: investment that expands opportunities for productivity gains and provides infrastructure services that are vital for economies of scale and other benefits; institutions that lower risks and uncertainty any appreciation of regional currencies. Domestic tightening measures already taken in 2006 and followed up in 2007will help guide down both output growth and inflation. Macroeconomic stabilization, micro (second-generation) reforms, and structural rebalancing are the biggest challenges facing the region. To sustain growth, Asia needs to do better at creatingjobs. The chapter on growth amid change in developing Asia featured in this issue of the Asian Development Outlook for businesses; markets that support labor mobility; and institutions that provide social protection. A chapter on education and structural change, also included in this edition, examines links between education and changes in the structure of the economy.

The annual Asian Development Outlook analyzes economic performance in the past year and offers forecasts for the next 2 years for the 45 economies in Asia and the Pacific that make up developing Asia. Growth prospects in the region are upbeat, buoyed by favorable demand at home and abroad. A strong performance in 2017 reflected a surge in exports, which will likely abate this year and next, and rapidly expanding domestic demand. While the outlook is for steady growth, risks to it are decidedly on the downside: Trade friction could weaken recently deepened trade links, tightening US monetary policy could diminish investment in developing Asia, and rising domestic private debt may hamper growth. New technologies drive higher productivity, the foundation for economic growth, better-paid jobs, and poverty reduction. The latest technologies in robotics and artificial intelligence may threaten some jobs, however, and leave less-skilled workers behind. To maximize gains in productivity while safeguarding social welfare, governments in developing Asia should protect workers but not preserve particular jobs. Meanwhile, they should facilitate the countervailing forces in new technologies that generate new jobs. Dealing with the downsides of new technology requires synchronized effort on skills development, labor regulation, social protection, and income redistribution.
