Proprio nel momento in cui la Cina è in grado di esercitare un’influenza senza precedenti, emergono i vincoli e i limiti del suo modello di crescita: siamo alla fine del miracolo cinese per come lo abbiamo conosciuto negli ultimi decenni? L’iper-personalizzazione di Stato e Partito attorno alla figura di Xi – ancora più evidente con il XX congresso del Partito comunista cinese - rischia paradossalmente di evidenziare proprio le debolezze del nuovo imperatore. Il crescente intervento coercitivo riflette la sfiducia (reciproca) tra autorità e cittadini, cioè la mancanza di legittimità reale. Il dinamismo del modello cinese rischia di fermarsi. Se ciò avviene (e forse è già avvenuto), si disgrega il patto sociale intergenerazionale che ha retto la Repubblica popolare dagli anni delle riforme di Deng Xiaoping: in breve, le condizioni di vita devono continuare a migliorare in modo tangibile affinché il dissenso sociale e le divergenze interne a un paese vastissimo non sfocino nella contestazione politica. Se questa trappola dovesse mai scattare, davvero la leadership comunista si troverebbe di fronte una minaccia esistenziale. Peraltro la Repubblica popolare è diventata sempre più impopolare all’estero, e perfino quando viene apprezzata come partner commerciale, viene ormai criticata e stigmatizzata come regime politico. I riflessi si vedono: a prendere atto di un clima certamente mutato, assai meno “business friendly”, è ad esempio la Camera di Commercio dell’Unione Europea a Pechino, che nel suo “Position Paper 2022-2023” constata un aumento dei rischi per gli investitori e prevede una fase di disinvestimenti. Insomma, la fiducia del business internazionale nei confronti del modello cinese è già in drastico calo. Anche se l’ipotesi avanzata dal segretario al Tesoro americano, Janet Yellen, sul “friend-shoring” – la cooperazione privilegiata tra alleati – offre spazi di manovra e andrà sfruttata, rimarrà comunque una quota di interdipendenza con un mega-mercato come quello cinese. In chiave sistemica, l’infrastruttura globale su cui ha poggiato l’espansione dei commerci trainata dalla crescita cinese e dai consumi americani è ancora funzionante, ma a ritmi rallentati, con catene del valore più corte e con snodi cruciali che rischiano di bloccarsi. È quindi davvero difficile per tutti – soprattutto per l’Europa – perseguire progetti a medio e lungo termine che richiedono massicci investimenti e regole chiare Non sarà infine la Repubblica popolare cinese - che è alle prese con le proprie difficoltà - a sacrificare gli interessi a lungo termine per salvare le sorti di un “junior partner” come la Russia molto problematico e poco affidabile che, con l’invasione dell’Ucraina, si è infilata in una terribile trappola, psicologica, politica e militare. Il pragmatismo della Cina in questo caso esiste e resiste, unito a un comportamento opportunistico che la porta a sfruttare qualche dividendo potenziale della guerra in Ucraina, ma senza perdere di vista ciò che realmente conta per Pechino: l’esito della competizione globale con gli Stati Uniti. Una competizione che, dal punto di vista geopolitico, la Cina si giocherà in Asia, più che alla periferia orientale dell’Europa.

Several events in the past few years have dramatically shown how the interests of European citizens are directly affected by the stability, security and prosperity of their neighbouring regions. At the same time, the European Union and its member states face many challenges and dilemmas in designing and pursuing policies that not only effectively promote these interests, but also build stronger partnerships with neighbouring countries based on the values on which the Union is founded. First the Arab revolts and then Russia’s assertiveness in the eastern neighbourhood prompted reviews by the EU of its European Neighbourhood Policy (ENP), in 2011 and 2015, respectively. These reviews, in turn, have renewed scholarly interest in the ENP. By deliberately focusing on the recent literature (since 2011), this book by CEPS identifies the factors that explain the (lack of) effectiveness and coherence of the ENP. This exercise has resulted in a rich overview of and deep reflection on a wide variety of ENP-related themes, such as conditionality and leverage, the interests vs values dilemma and the role of third parties. The study identifies where there is consensus among scholars and where perspectives and judgements differ. It also identifies important gaps in the literature where further research is needed. This book will be of interest to a wide audience of officials, diplomats, parliamentarians, researchers at think tanks, civil society organisations, university teachers, trainers, students and journalists who want to know more about the challenges and dilemmas arising from the ENP. This volume makes a challenging critique of the idea of Cosmopolis - that is, the idea of world or 'global' government.
