Times have not been kind to democracy. This book is in its defense. In the new century, the triumph of democracy at the end of the Cold War turned to retrenchment. The core democracies, in America and Britain, succumbed to polarization and misrule. Dictatorships, such as China, made themselves assertive. New democracies in Central Europe turned to muddled ideologies of “illiberal democracy.” In this book, Stein Ringen offers a meditation on what democracy is, the challenges it faces, and how it can be defended. Ringen argues that democracy must be rooted in a culture that supports the ability of citizens to exchange views and information among themselves and with their rulers. Drawing on the ideas of Machiavelli, Aristotle, Tocqueville, Max Weber, and others, Ringen shows how power is the fuel of government, and statecraft turns power into effective rule. Democracy should prize freedom and minimizing unfairness, especially poverty. The broad expansion of non-electoral political participation is considered one of the major changes in the nature of democratic citizenship in the 21st century. Most scholars – but also governments, transnational and subnational political institutions, and various foundations – have adopted the notion that contemporary democratic societies need a more politically active citizenry. Yet, contemporary democracies widely differ in the extent to which their citizens get involved in politics beyond voting. Why is political activism other than voting flourishing in the United States, but is less common in Britain and almost non-existent in post-communist countries like Bulgaria? The book shows that the answer does not lie in citizen’s predispositions, social capital or institutions of consensual democracy. Instead, the key to understanding cross-country differences in political activism beyond voting rests in democratic structures that combine inclusiveness and contestation. What Kind of Democracy? is the first book to provide a theoretically driven empirical analysis of how different types of democratic arrangements affect individual participation in non-electoral politics.

German Social Democracy and the Rise of Nazism explores the failure of Germany's largest political party to stave off the Nazi threat to the Weimar republic. In 1928 members of the Social Democratic Party (SPD) were elected to the chancellorship and thousands of state and municipal offices. But despite the party's apparent strengths, in 1933 Social Democracy succumbed to Nazi power without a fight. Previous scholarship has blamed this reversal of fortune on bureaucratic paralysis, but in this revisionist evaluation, Donna Harsch argues that the party's internal dynamics immobilized the SPD. Harsch looks closely at Social Democratic ideology, structure, and political culture, examining how each impinged upon the party's response to economic disaster, parliamentary crisis, and the Nazis. She considers political and organizational interplay within the SPD as well as interaction between the party, the Socialist trade unions, and the republican defense league. Conceding that lethargy and conservatism hampered the SPD, Harsch focuses on strikingly inventive ideas put forward by various Social Democrats to address the republic's crisis. Urged on by a powerful ideological and political movement, George W. Bush committed the United States to a quest for empire. American values and principles were universal, he asserted, and should guide the transformation of the world. Claes Ryn sees this drive for virtuous empire as the triumph of forces that in the last several decades acquired decisive influence in both the American parties, the foreign policy establishment, and the media.Public intellectuals like William Bennett, Charles Krauthammer, William Kristol, Michael Novak, Richard Perle, and Norman Podhoretz argued that the United States was an exceptional nation and should bring "democracy," "freedom," and "capitalism" to countries not yet enjoying them. Ryn finds the ideology of American empire strongly reminiscent of the French Jacobinism of the eighteenth century. He describes the drive for armed world hegemony as part of a larger ideological whole that both expresses and aggravates a crisis of democracy and, more generally, of American and Western civilization. America the Virtuous sees the new Jacobinism as symptomatic of America shedding an older sense of the need for restraints on power. Checks provided by the US Constitution have been greatly weakened with the erosion of traditional moral and other culture.
