As part of a larger project on development of an ecosystem integrity and cumulative effects monitoring program for the Peace, Athabasca, and Slave River basins, this report reviews the concept of ecosystem health and cumulative effects assessment as well as the theoretical framework and practical objectives of these approaches. The report reviews the literature on existing individual, population-, and community-level approaches and associated measurements being used for the assessment of aquatic ecosystem health and cumulative effects. It also identifies the types of data required to assess and monitor aquatic ecosystem health and cumulative effects in large northern rivers. Finally, the report discusses the applicability of these approaches and associated measurements, and recommends approaches with potential for use in the Northern River Basins Study.

Ecosystem health offers a fresh perspective on the management of natural resources and the environment. While some of the root concepts can surely be traced back to Aldo Leopold and even earlier, it is only in the recent decade that a substantial body of work has emerged on this topic. There is no question that a novel approach which is by its nature cross disciplinary, bridging the health and biological sciences, will initially raise a number of questions particularly pertaining to the use of metaphors and the validity of the analogy. This volume however goes beyond merely the philosophical dimensions of the subject by covering a number of case studies which have given rise to the development of promising quantitative methods for diagnosis and rehabilitation of ecosystems under stress. The focus of most studies is on regional ecosystems i.e. ecosystems of large scale. As such, the methods and approaches should have wide appeal to government agencies charged with the responsibility of sustainable development of regional ecosystems and natural resources. Health is one of those difficult concepts that everyone thinks they can define, until they come to try. We all have personal knowledge about health and illness and this makes the ecosystem analogy so potentially powerful. Yet it is also clear that the uncritical application of the concept could lead to overly simplistic approaches to analysis and management of ecosystem health.

Alberta Environment released its Water for Life Strategy in November 2003, which involves a province-wide assessment of aquatic ecosystem health (AEH). A preliminary assessment of AEH in lakes, wetlands, streams and rivers is a target to be delivered between 2007 and 2010, while a longer-term goal is to understand the quality of surface and groundwater resources by 2014. The initial assessment will identify data gaps, help design future monitoring programs, and establish a baseline for reporting. The goal of the present project is to develop the approach and scope of work to complete the initial assessment. It provides background on approaches for defining aquatic ecosystem health, reviews Canadian and other pertinent international approaches for assessing aquatic ecosystem health, proposes a framework for conducting the initial assessment of AEH, and develops a scope of work for the initial assessment of aquatic ecosystem health.

The monitoring of point sources by the Environmental Protection Agency (EPA), the states, and the tribes has documented and helped reduce the levels of chemical stressors affecting our ecosystems. With the controls on point sources reducing chemical contamination, new environmental challenges associated with nonpoint sources have emerged. To adequately deal with these new problems, EPA's Office of Research and Development recognized the need to develop an overall under standing of the condition of our ecological resources, the trends in their condition, and the stressors affecting these systems on a broad scale. Toward this end, the En vironmental Monitoring and Assessment Program (EMAP) was established by EPA and has been strategically developing the scientific tools and techniques to monitor and assess the status and trends of aquatic ecosystems. EMAP scientists have developed new indicators and probability-based de signs to fill data gaps in the development of regional-scale assessments of our aquatic resources, as required in the Clean Water Act. We have a scientifically de fensible approach that allows: 100 percent coverage of the aquatic resources within broad geographic areas and the formulation of reference 'conditions for es tablishing the health of these resources. The use of these indicators and designs were successfully demonstrated in the landscapes, streams, and estuaries of the mid-Atlantic states as part of the Mid-Atlantic Integrated Assessment (MAlA).
