The main aim of this book is to present an intriguing retrospective of Building Performance Evaluation (BPE) as it evolved from Post-Occupancy Evaluation (POE) over the past 25 years. On one hand, this is done by updating original authors' chapter content of Building Evaluation, the first edition published in 1989. That, in turn, is augmented by an orientation toward current and future practice on the other, including new authors who are engaged in ongoing, cutting edge projects. This book develops a model to evaluate and assess life-cycle greenhouse gas emissions based on typical Australian commercial building design options. It also draws comparisons between some of the many green building rating tools that have been developed worldwide to support sustainable development. Congress has an ongoing interest in ensuring that the 500,000 buildings and other structures owned and operated by the Department of Defense (DOD) are operated effectively in terms of cost and resource use. Section 2830 of the National Defense Authorization Act for fiscal year requires the Secretary of Defense to submit a report to the congressional defense committees on the energy-efficiency and sustainability standards used by DOD for military construction and major renovations of buildings. DOD's report must include a cost-benefit analysis, return on investment, and long-term payback for the building standards and green building certification systems, including: (A) American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Standard 189.1-2011 for the Design of High-Performance, Green Buildings Except Low-Rise Residential. (B) ASHRAE Energy Standard 90.1-2010 for Buildings Except Low-Rise Residential. (C) Leadership in Energy and Environmental Design (LEED) Silver, Gold, and Platinum certification for green buildings, as well as the LEED Volume certification. (D) Other American National Standards Institute (ANSI) accredited standards. DOD's report to the congressional defense committees must also include a copy of DOD policy prescribing a comprehensive strategy for the pursuit of design and building standards across the department that include specific energy-efficiency standards and sustainable design attributes for military construction based on the cost-benefit analysis, return on investment, and demonstrated payback required for the aforementioned building standards and green building certification systems. This dissertation consists of two studies: (1) establishment of an evaluation tool framework to determine the proper investment to make the building LEED-certified with the consideration of the initial investment cost using the statistical analyses of integrated Life Cycle Analysis (LCA) and Life Cycle Cost Analysis (LCCA) and (2) development of a Green Building Performance Assessment Tool (GBPAT). The first research effort demonstrated that the initial incremental investment was not closely related with the earned points on Energy & Atmosphere (EA) and Water Efficiency (WE) credits but was clearly related with energy-related points. The Cost Effectiveness Index (CEI) proposed in this study was found to represent the net savings of the life cycle costs and cost effectiveness for a green building better than LEED. LCA and LCCA methods would be adopted for GBPAT to address these issues. GBPAT would provide the information that helps all participants, such as building owners, building managers, building occupants, and society who are involved and impacted by building performance. They have their own demands on the information of building performance, such as affordable financial investment, expected financial benefits, lower environmental impacts, and better indoor environment. Users should be able to make a strategic decision to evaluate various alternative designs or retrofitting schemes for sustainable building. Moreover, applying social costs to total LCC of green building would lead to a reduction in environmental burden to society and significantly improve indoor environmental quality affecting the health of occupants since users are able to recognize that these social costs may impact the entire building LCC.
