The paper is focused on impact assessment in policing reform, and argues that determining long term impact remains a challenge. UN missions are rarely funded or structured in a way that facilitates this endeavour, and although many in-program evaluations track implementation relatively well they are less capable of assessing long term impacts. The ability to assess long term impacts ultimately depends on gathering data focused more on the perspectives of local communities. Such approaches increasingly employ survey-based methodologies, an area where the UN has not traditionally allocated significant funds, but which arguably remain the most reliable way of determining whether a policing reform initiative had its intended impact.

This book provides a stocktake and comparative socio-legal analysis of law enforcement cooperation strategies in four different regions of the world: the European Union (EU), North America, Greater China and Australasia. The work analyses law enforcement cooperation mechanisms within the socio-legal framework of global normmaking. The strategies addressed range from legal frameworks facilitating cooperation to formal and informal police networks and cooperation practices. The study also takes into account crime-specific engagement, for example campaigns focusing on drug crimes, terrorism, financial crime, kidnappings and other offences. It explores challenges in policing practice and human rights protection in each region that could be countered by existing strategies in another. As regions usually develop more advanced cooperation mechanisms than exist at a global scale, strategies found in the former could help find solutions for the latter. To map existing strategies and assess their impact on both human rights and policing practice this study relies on an assessment of the primary and secondary literature sources in each region as well as interviews with practitioners ranging from senior police officers to prosecutors, government officials, customs and military staff. This book compares police reform operations in Kosovo and Afghanistan, addressing the internal machinery that makes peace operations work—or not. Recognizing that the chances for effective peacebuilding vary widely across contexts, this book investigates the impact of one of the few variables that peacebuilders do control: the management and design of peace operations. Building on field research and over one hundred expert interviews, International assistance to police reform: Managing Peacebuilding systematically compares such operations in two different contexts—Kosovo and Afghanistan—by focusing specifically on international assistance for local police reform since 1999. Four comprehensive case studies examine operations in Kosovo and Afghanistan before and after the European Union took over police reform responsibilities: in Kosovo from the Organization for Security and Co-operation in Europe (OSCE) and in Afghanistan from the German government. Speaking to scholars and practitioners in domestic and international organizations, the book drills in the complex relation between headquarter diplomats and field level conflict experts. Its findings combine to a set of recommendations for policy-makers to better align their operations to the contentious politics of conflict management and peacebuilding.

With 188 member countries the ICPO is the second largest international organization after the United Nations , based on intergovernmental cooperation between domestic law enforcement services, the so called National Central Bureaus (NCB). In times when transnational (organized) crime and terrorism increase exceedingly through globalization and the internationalization of transportation and communication systems as well as international trade, the global role of Interpol and the need to react rapidly and effectively emerge as well. Whenever two or more countries are involved in a criminal act, it is a matter of the International Criminal Police Organization. National police agencies adopt a double role: As a states executive branch they are not fully independent from political interventions. The national justice system and the securing of civil society are subjects to the state in order to control social violence and destruction, and to protect the citizens from victimization in the domestic arena. In short: It is a matter of state sovereignty. Related to the international level and the membership in Interpol, the police can instead not be equated with national governments. The NCBs are the `key element[s] in the day-to-day performance of the tasks identified with Interpol ́ and are consequently political actors in international relations.
