Few days pass without front page newspaper articles about the disarray in the American social security system and the oncoming crisis of exploding costs and imbalance between workers and retirees. New proposals to address these issues constantly surface from presidential candidates, Congress, and interest groups. Yet, few recognize that in the second half of the twentieth century, there has been a global expansion of social security systems, and there may be lessons to be learned from other societies. This collection of essays is designed to examine the diverse approaches developed in Australia, Britain, Chile, Hong Kong, Kenya, and Singapore. By analyzing different approaches—and different degrees of success—those debating public policy may find alternatives that can be adapted to meet American social needs. Midgley and Sherraden have drawn together experts on the systems developed in Australia, Britain, Chile, Hong Kong, Kenya, and Singapore; they explore the different approaches—and the different degrees of success—these societies have confronted. An international perspective can enhance understanding of the problems and offer a sound basis for evaluating policy proposals that may reform the social security system. Scholars, researchers, policymakers, and the reading public will find this a stimulating collection. As Senator John Breaux notes, This book is essential reading for anyone serious about addressing the inevitable problems that will face the U.S. Social Security system.

The United States social security system is the nation's largest social insurance program. As such, it has a far-reaching impact throughout the economy, influencing not only old-age economic security but also many behaviors, including corporate employment policy, retirement patterns, and personal saving. In the past, the system's universal coverage and generous benefits ensured popular support to a degree enjoyed by no other form of "big government" social spending. Yet over two-thirds of all Americans today believe that the social security system will face bankruptcy by the time they retire. The question of social security reform—how to reform the system or whether the system needs reform at all—is the subject of heated debate at all levels of government, in the media, and among workers, pensioners, and employers. Prospects for Social Security Reform informs the debate by exploring why the system is at a crossroads today and what to do about it. Contributors detail the size and nature of the problem, explain views of key "stakeholders" regarding reform options, and report new evidence on how reform might affect the economy. Research findings and public opinion polls are analyzed, as are lessons from other countries experimenting with new ways to deliver old-age benefit promises. No other volume includes as diverse and expert a set of perspectives on reform and privatization as those gathered here from economists, actuaries, employers, investment managers, and representatives of organized labor. Among its chapters is the path-breaking study "Social Security Money's Worth," the 1999 winner of the TIAA-CREF's Paul A. Samuelson Award for Outstanding Scholarly Writing on Lifelong Financial Security.

Chile’s pension system came under close scrutiny in recent years. This paper takes stock of the adequacy of the system and highlights its challenges. Chile’s defined contribution system was quite influential when introduced, and was taken as an example by other countries. However, it is now delivering low replacement rates relative to OECD peers, as its parameters did not adapt over time to changing demographics and global returns, while informality persists in the labor market. In the absence of reforms, the system’s inability to deliver adequate outcomes for a large share of participants will continue to magnify, as demographic trends and low global interest rates will continue to reduce replacement rates. In addition, recent legislation allowing for pension savings withdrawals to counter the effects from the COVID-19 pandemic, is projected to further reduce replacement rates and increase fiscal costs. A substantial improvement in replacement rates is feasible, via a reform that raises contribution rates and the retirement age, coupled with policies that increases workers’ contribution density.

Many of us suspect that Social Security faces eventual bankruptcy. But the government projects its future finances using long outdated methods. Employing a more up-to-date approach, Jagadeesh Gokhale here argues that the program faces insolvency far sooner than previously thought. To assess Social Security’s fate more accurately under current and alternative policies, Gokhale constructs a detailed simulation of the forces shaping American demographics and the economy to project their future evolution. He then uses this simulation to analyze six prominent Social Security reform packages—two liberal, two centrist, and two conservative—to demonstrate how far they would restore the program’s financial health and which population groups would be helped or hurt in the process. Arguments over Social Security have raged for decades, but they have taken place in a relative informational vacuum; Social Security provides the necessary bedrock of analysis that will prove vital for anyone with a stake in this important debate.

Reforming Social Security written by Charles P. Blahous and has been published by Bloomsbury Publishing USA this book supported file pdf, txt, epub, kindle and other format this book has been release on 2000-08-30 with Political Science categories.

Blahous contends that Social Security is ill-equipped to withstand the effects of an aging population and will impose excessive tax burdens upon future Americans unless its course is changed. Far from a doomsday tract, however, the book provides instances of proposals that would satisfactorily avert this course, if only the political will is mustered to implement them. Blahous argues for the program developed by the National Commission on Retirement Policy, but also offers positive descriptions of plausible alternatives as well as unsparing criticism of those who would cook the books in defense of either current law or high-cost alternatives. Reforming Social Security is sure to disturb ideologues from all parts of the political spectrum, because of its frank willingness to expose the costs of different approaches as well as the self-interest so often pursued by interest groups, political actors, and Social Security experts. An important analysis for the general public as well as policy makers and others concerned with social security issues.
