Digitalization is a potential game-changer to boost youth engagement and leadership in agrifood systems. Digital engagement can increase youth access to timely information, training, or marketing opportunities while providing more venues for peer learning, networking, and participation in policy dialogues. Yet, the transformative power of digital technologies also entails the risk of widening existing divides. As we seek to engage youth in the digital space, we must consider a series of interrelated factors that influence their online experiences ranging from digital access, use, and literacy, to overall information flows, offline communication resources, social interactions, and the norms shaping them. These methodological guidelines will be a useful resource for development professionals who wish to leverage communication and digital technologies in their work with and for youth. The document provides an analytical framework and practical orientation to conduct age-specific and gender-responsive research on digital readiness and the overall communication ecosystem of young people in order to inform inclusive engagement strategies and youth-centred digital services. Section 1 explains the rationale behind investing time and resources in appraising the existing communication ecosystem before designing any initiative aimed at engaging youth in agrifood systems and in rural areas. Section 2 outlines an analytical framework to unpack the digital readiness and the communication ecosystem of young rural women and men along major investigation areas: digital access, use and skills; information flows; offline communication resources; and social capital and social norms. Section 3 describes how to conduct hands-on research combining the use of both qualitative and quantitative methods. Section 4 summarizes final considerations and take-home messages. The Annexes provide two examples of data collection tools, namely a mobile survey questionnaire and a focus group discussion guide, while the Field Stories present real-life examples testifying to the multiple and varied applications of the methodology within the scope of FAO’s Integrated Country Approach (ICA) for Boosting Decent Jobs for Youth in the Agrifood System project.

Food and Agricultural Organization’s Integrated Country Approach for boosting decent jobs for youth in agrifood systems carried out a digital readiness assessment of youth in agribusiness in partnership with the Eastern Africa Farmers Federation and youth-led organizations in Kenya, Rwanda and Uganda. Over 360 young male and female entrepreneurs engaged through an online survey and virtual focus group discussions that generated insights on their interaction with digital technologies, either as entrepreneurs, service providers, or members of youth organizations. This summary note presents key findings on the following topics: agribusiness information flows, youth digital access and preferences, information technology use for business including e-commerce, e-learning, online mentoring, and online activities of rural youth networks.

Agriculture is the mainstay of Uganda’s economy, contributing about 25% of the GDP, a third of the ex port earnings and almost all the country’s food requirements. Yet, the sector still faces various challenges that affect production and the income derived from it. Systemic issues impact smallholder farmers' livelihoods across markets, land, skills, and capital, with cross-cutting social exclusion issues. Effective application of digital agricultural technologies has emerged as a catalyst in addressing productivity and efficiency challenges and enhancing inclusiveness in agri-food systems. Digital technologies have shown potential to address bottlenecks in access to extension services, marketing systems, suitable financial products, reliable weather information, transport services and logistics as well as supply chain management. Scaling of digital agricultural technologies in Uganda is critical for improving productivity and addressing challenges in the agricultural sector. However, for scaling to be undertaken effectively and inclusively, there is need to address the barriers that limit the use of digital innovations for some populations. However, the issues surrounding scaling and inclusivity of digital services are not well understood. This study therefore sought to contribute to bridging this knowledge gap through an assessment of the existing digitally enabled innovative cross-value chain services to gain insights into how the services are addressing inefficiencies, creating opportunities for improving efficiency and inclusiveness as well as identifying promising innovations for scaling. Specifically, the study focused on innovations in finance and logistics for value chains. For finance, the study specifically looked at digital payments, credit, and insurance, while for logistics, the focus was on supply chain management, transportation, traceability, digital platforms for e-commerce, and (cold) storage across value chains.

The difficulties in determining the quality of information on the Internet--in particular, the implications of wide access and questionable credibility for youth and learning. Digital technologies are spreading rapidly, but digital dividends--the broader benefits of faster growth, more jobs, and better services--are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.
