From warning the public of impending floods to settling legal arguments over water rights, the measurement of streamflow ("streamgaging") plays a vital role in our society. Having good information about how much water is moving through our streams helps provide citizens with drinking water during droughts, control water pollution, and protect wildlife along our stream corridors. The U.S. Geological Survey's (USGS) streamgaging program provides such information to a wide variety of users interested in human safety, recreation, water quality, habitat, industry, agriculture, and other topics. For regional and national scale streamflow information needs, the USGS has created a National Streamflow Information Program (NSIP). In addition to streamgaging, the USGS envisions intensive data collection during floods and droughts, national assessments of streamflow characteristics, enhanced information delivery, and methods development and research. The overall goals of the program are to: meet legal and treaty obligations on interstate and international waters, support flow forecasting; measure river basin outflows, monitor sentinel watersheds for long-term trends in natural flows, and measure flows for water quality needs. But are these the right topics to collect data on? Or is the USGS on the wrong track? In general, the book is supportive of the design and content of NSIP, including its goals and methodology for choosing stream gages for inclusion in the program. It sees the ultimate goal of NSIP as developing the ability to use existing data-gathering sites to generate streamflow information with quantitative confidence limits at any location in the nation. It is just as important to have good measurements during droughts as during floods, and it therefore recommends supporting Natural Resource Conservation Service forecast sites in addition to those of the National Weather Service.

Floods can have a devastating impact on life, property and economic resources. However, the systematic collection of damage data in the aftermath of flood events can contribute to future risk mitigation. Such data can support a variety of actions including the identification of priorities for intervention during emergencies, the creation of complete event scenarios to tailor risk mitigation strategies, the definition of victim compensation schemes, and the validation of damage models to feed cost-benefit analysis of mitigation actions. Volume highlights include: Compilation of real world case studies elaborating on the survey experiences and best practices associated with flood damage data collection, storage and analysis, that can help strategize flood risk mitigation in an efficient manner Coverage of different flooding phenomena such as riverine and mountain floods, spatial analysis from local to global scales, and stakeholder perspectives, e.g. public decision makers, researchers, private companies Contributions from leading experts in the field, researchers and practitioners, including civil protection actors working at different spatial and administrative level, insurers, and professionals working in the field of natural hazard risks mitigation Flood Damage Survey and Assessment: New Insights from Research and Practice will be a valuable resource for earth scientists, hydrologists, meteorologists, geologists, geographers, civil engineers, insurers, policy makers, and planners. Water is our most fundamental natural resource, a resource that is limited. Challenges to our nation's water resources continue to grow, driven by population growth, ecological needs, climate change, and other pressures. The nation needs more and improved water science and information to meet these challenges. Toward a Sustainable and Secure Water Future reviews the United States Geological Survey's (USGS) Water Resource Discipline (WRD), one of the nation's foremost water science organizations. This book provides constructive advice to help the WRD meet the nation's water needs over the coming decades. Of interest primarily to the leadership of the USGS WRD, many findings and recommendations also target the USGS leadership and the Department of Interior (DOI), because their support is necessary for the WRD to respond to the water needs of the nation.
