Over the last ten years, Indonesia has continued to make significant progress in improving educational opportunities for all its citizens. The purpose of this report is to provide an assessment of the national school grants program, Bantuan Operasional Sekolah (BOS), and its contribution to progress in the education sector. The BOS program aimed to raise educational attainment through the provision of school grants to all primary and junior secondary schools. The report draws together studies and data that have been used to analyze the program and undertakes new analysis that looks at the effect of the program on household education costs and education participation. The review is used to draw out policy options to improve the program further and ensure that it contributes effectively to emerging challenges in the sector. The first chapter provides a brief overview of school funding in Indonesia before setting out the channels through which the BOS program was designed to improve education outcomes. The chapter also provides background information on the size and mechanics of the BOS program as well as the major changes that have occurred over the last ten years. Chapter two explores the effect of BOS on the education costs faced by households and whether these changes have been a key driver of the improvements in participation, particularly of the poor, seen over the last decade. Chapter three looks at the role BOS has played in supporting school based management reforms and whether they are likely to have led to improvements in education outcomes. The final chapter provides some suggestions on how to improve the BOS program and strengthen its role in improving education outcomes.

The majority of the world’s children live in countries where local governments are responsible for the provision of basic education services. Although subnational governments manage their own education systems, they often rely on transfers from the central government for funding. The main purpose of this study is to assess how these fiscal transfers affect public funding for education and how they ultimately affect student schooling and learning outcomes. Through a careful analysis of how fiscal transfers have affected education systems in different contexts, the investigation develops a set of principles to support improvements in the design and implementation of transfer systems with a specific focus on the provision of education services. The study is centered on seven country case studies that aim to answer a set of common research questions using a similar approach. Country case studies were conducted in Brazil, Bulgaria, China, Colombia, Indonesia, Sudan, and Uganda. The analysis shows that fiscal transfer mechanisms can improve the adequacy of public education spending, reduce spending inequalities between regions, and improve spending efficiency. Moreover, the study highlights that carefully designed and implemented transfer systems can help raise overall education outcomes and reduce education inequality. Why is it so hard for international development organizations—even ones as well-resourced and influential as the World Bank—to generate and sustain change in the way things are done in those countries where they work? Despite what, in many cases, is decades of investment and effort, why do partner governments continue to engage in those traditional patterns and styles of public service management that international development organizations have sought to supplant with methods that are supposedly more accountable, efficient, and effective? This book provides an answer to these questions. However, rather than pathologizing partner governments as the source of the problem—that is, rather than maintaining the distinction between doctor (international development organizations) and patient (partner governments), wherein the patient is seen as unwilling to take their medicine (enacting "good governance" practices)—this book instead reframes the relationship. The central argument is, first, that the programs and projects of international organizations are introduced into and are constrained by multiple layers of ritual governance, that is, performative acts and cultural logics that intersect with and reinforce the political, economic, and social structures in and through which they operate. As is shown, the contextual factors that guide governance practices are largely beyond the reach of the international development organizations; the relevant logics have their roots in state ideology but also extend back to the colonial logics that continue to operate at the heart of the state apparatus. The second the central argument is that international aid organizations and the governments with which they work are engaged in a "ritual aid dance" where each actor plays a part but does not (and cannot) acknowledge the ways that it depends on the other for its own gain. This relationship can be considered a dance because each participant responds to and needs the other, and because both sides do so in ways that are carefully choreographed, with the overall trajectory or contours of the dance being more or less known to the participants. These arguments are based on research on the World Bank’s efforts over the course of several decades to encourage, through its financing, projects, and technical assistance, the implementation of social sector reform in Indonesia related to decentralization, community participation, and school-based management.

"This book is about the threats to education quality in the developing world that cannot be explained by lack of resources. It reviews the observed phenomenon of service delivery failures in public education: cases where programs and policies increase the inputs to education but do not produce effective services where it counts - in schools and classrooms. It documents what we know about the extent and costs of such failures across low and middle-income countries. And it further develops the conceptual model posited in the World Development Report 2004: that a root cause of low-quality and inequitable public services - not only in education - is the weak accountability of providers to both their supervisors and clients.The central focus of the book, however, is a new story. It provides the rationally and synthesizes the evidence on the impacts of three key lines of reform: (1) policies that use the power of information to strengthen the ability of clients of education services (students and their parents) to hold providers accountable for results; (2) policies that promote school-based management?that is increase schools? autonomy to make key decisions and control resources, often empowering parents to play a larger role; (3) teacher incentives reforms that specifically aim at making teachers more accountable for results, either by making contract tenure dependent on performance, or offering performance-linked pay. The Encyclopedia provides a detailed and comprehensive account of the subject known as public choice. However, the title would not convey suf- ciently the breadth of the Encyclopedia’s contents which can be summarized better as the fruitful interchange of economics, political science and moral philosophy on the basis of an image of man as a purposive and responsible actor who pursues his own objectives as efficiently as possible. This fruitful interchange between the fields outlined above existed during the late eighteenth century during the brief period of the Scottish Enlightenment when such great scholars as David Hume, Adam Ferguson and Adam Smith contributed to all these fields, and more. However, as intell- tual specialization gradually replaced broad-based scholarship from the m- nineteenth century onwards, it became increasingly rare to find a scholar making major contributions to more than one. Once Alfred Marshall defined economics in neoclassical terms, as a n- row positive discipline, the link between economics, political science and moral philosophy was all but severed and economists redefined their role into that of ‘the humble dentist’ providing technical economic information as inputs to improve the performance of impartial, benevolent and omniscient governments in their attempts to promote the public interest. This indeed was the dominant view within an economics profession that had become besotted by the economics of John Maynard Keynes and Paul Samuelson immediately following the end of the Second World War.

Since the early 2000s, Indonesia has taken a number of steps to prioritize early childhood development - ranging from the inclusion of Early Childhood Development (ECD) in the National Education System Law No. 20 in 2003 to a Presidential Declaration on Holistic and Integrated ECD and the launch of the country's first ever ECD Census in 2011. These policy milestones have occurred in parallel with sustained progress on outcomes included in the Millennium Development Goals, including for child malnutrition, child mortality and universal basic education. Additional progress could be achieved by strengthening ECD policies further. This report presents findings from an assessment of ECD policies and programs in Indonesia based on two World Bank tools: the ECD module of the Systems Approach for Better Education Results (SABER) and a guide on essential interventions for investing in young children. Results from the application of both tools to Indonesia are used to suggest a number of policy options for consideration.

The results in education for all children (REACH) trust fund at the World Bank funded an evaluation that assessed the early impact of a performance-based school grants program on student learning in Indonesia. This evaluation focused on two separate effects in the first two years of the new program: the effect of announcing the performance-based incentive to schools, and the effect of receiving the bonus for top performing schools. Announcing the performance incentive had different impacts on primary and junior secondary schools. Student test scores improved in all junior secondary schools, with the largest gains being made in schools that were already the highest performing. The effect of the program on learning was largely due to the change in incentives created by announcing the performance-based grants, rather than by the additional grant funding itself. Future programs can be improved by using other measures of school performance in addition to test scores, considering alternative designs of the formula to determine grant allocations, and allowing schools more flexibility in experimenting with ways to improve learning.
