This report states that UNDP Zambia has in general been effective in its contributions to development in Zambia. However, programme resources were spread too thinly across many initiatives and insufficient attention was given to ensuring sustainability. While cooperating partners and non-governmental organizations would have preferred UNDP to play a stronger role in advocacy, the Government appreciates UNDP as a consistent partner. The evaluation suggests that, within the context of the United Nations country team, UNDP missed opportunities to develop more joint initiatives.

This report presents the findings and recommendations of the Assessment of Development Results (ADR) conducted in Uganda, with a time-frame covering country programmes; from 2001 to 2009. More specifically, the ADR provides forward-looking recommendations to assist UNDP Uganda and its partners in formulating an action plan for the next programming cycle (2010–2014). The evaluation looked at the range of support provided by UNDP to Uganda in the areas of poverty reduction, sustainable environment democratic governance, and crisis prevention and recovery in a post- conflict and human development context. Uganda has made significant progress in social and economic development in the past two decades and is moving steadily towards sustainable growth and poverty reduction. The evaluation found that UNDP contribution has been significant in terms of responsiveness to national priorities and needs. Amid a competitive aid environment, particularly one predisposed to budget support, UNDP maintained its relevance.

Specifically, the paper focuses on the challenges experienced in the implementation of such a project and the measures devised for its sustainability. The Zambia Social Investment Fund (ZAMSIF) development project regarded as an all- embracing project with coverage of almost every aspect of a full –fledged social development project is used as the case study. The study underscores a number of significant achievements of the ZAMSIF project, suggestive of the project’s effectiveness as one single largest poverty reduction programme in Zambia. The project implementation process embraces upward and downward accountability with direct ownership and resource cost contribution into the project by most of the communities for effective implementation and sustainability. Some of the challenges encountered in the implementation process are elucidated in the paper.

"This report presents an independent country-level evaluation conducted by the UNDP Evaluation Office in 2010. The evaluation examined the strategic relevance of UNDP support and its contribution to the development of Malawi from 2002 to 2011. The evaluation found some highly successful interventions that have helped situate UNDP as an important partner. UNDP has done exemplary work in supporting elections, strengthening communities to hold the Government accountable, empowering women for financial inclusion and managing disasters. In moving forward, UNDP performance would be strengthened by improving coherence among its programmes, balancing the nature of upstream and downstream work, expanding partnerships and improving the quality of programme design to enhance sustainability. It will be important to continue to address poverty reduction, equity and justice in a more strategic manner, while expanding the use of national systems for implementation. "The evaluation examines the strategic relevance and positioning of UNDP support and its contributions to development results in Papua New Guinea from 2003 to 2011. The evaluation found that UNDP contributions have been important in terms of responding to national priorities and government needs. During the period covered by the evaluation, UNDP technical support to the government strengthened institutional development and enhanced policy formulation. Although some of the areas were not key government priorities, UNDP interventions in the areas of MDG planning and monitoring, governance, HIV and AIDS, conflict prevention and recovery, energy and environment and disaster risk management responded to key national needs and priorities. The evaluation also identified a number of areas in which UNDP needs to address specific challenges. These areas include ensuring national ownership and capacity development of all UNDP interventions, following a more systematic approach to programming and enhancing synergies among interventions.
