This open access book presents a methodology for the assessment of structural building details, taking into account the contemporary guidelines for earthquake-resistant and energy-efficient buildings. A review of structural details for energy-efficient buildings revealed that in some cases the structural system is interrupted, leading to solutions which are not suitable for earthquake-prone regions. Such typical examples would be the use of thermal insulation under the building foundation and reduction of the load-bearing elements’ dimensions – also at the potential locations of plastic hinges which are crucial for the dissipation of seismic energy. The proposed methodology of assessment favours a collaboration of architects, engineers, contractors and investors in the early stage of building design. By this the methodology enables efficient decision-making and contributes to a selection of optimal building structural details. The book starts by presenting the typical structural details of the thermal envelope of energy-efficient buildings together with the scientific background required for understanding the process of detail development from all the relevant aspects. Over 20 examples of most frequent details are described and analysed to raise awareness of the importance of earthquake resistance, sustainability, energy-efficiency and thermal comfort for users.

The principle of sustainability should be strictly connected with safety, since both aim to conserve resources: in the case of sustainability, the resources are typically thought of as environmental, while in the case of safety, the resources are basically human. In spite of this common ground, discussions on sustainability usually give insufficient attention to safety. In the last years the EU has made large investments to increase the energy efficiency of the existing building stock, paving the way for a low-carbon future; however, less effort has been made to enhance its seismic resilience. Therefore, the safety and, consequently, the sustainability of towns situated in earthquake-prone countries remain inadequate. In such countries, energy renovation actions should be combined with seismic retrofitting. However, a number of barriers considerably limit the real possibility of extensively undertaking combined retrofit actions, especially for multi-owner housing and high-rise buildings. These barriers are of different kinds: technical (e.g., unfeasibility and/or ineffectiveness of conventional retrofit solutions), financial (e.g., high renovation costs, insufficient incentives/subsidies), organizational (e.g., occupants’ disruption and relocation, renovation consensus by condominium ownerships), and cultural/social (insufficient information and skills, lack of adequate policy measures for promoting renovation actions). This book aims to overcome these barriers and to bridge the gap between sustainability and safety, so to conserve both human and environmental resources.

Sustainability has become one of the most ambitious challenges for Europe growth, according to 2020 Europe Strategy. This high-priority theme braces a lot of industrial sectors. In particular the construction sector bears a huge responsibility in relation to sustainable development because of several impacts produced on its three dimensions: environment, economy and society. A building has to fulfill its own performance not only in the abovementioned common triple-bottom line of sustainability, but also in usability, capacity, reliability, safety and comfort. In that context, designing a sustainable construction turns out to be a very complex issue, so a holistic view is the key of sustainability in the construction sector. Furthermore, buildings should be designed and assessed in the light of time with a future in mind which can be predicted only in probabilistic terms, so an integral life-cycle approach is required.^This report emphasizes the present need for the construction sector to develop a new way to conceive structures, with the aim to develop a competitive sustainable construction sector. In order to obtain this European objective a new design methodology is needed, focusing on a multi-performance, life-cycle oriented approach. A potential Sustainable Structural Design (SSD) methodology with its three main steps is presented, addressing the possibility to include environmental aspects in structural design, in order to obtain a global assessment parameter in monetary terms. In details, the building environmental analysis in terms of CO2 emissions and energy consumption, carried out by the LCA methodology, should be combined with the structural analysis. For this reason environmental results have to be transformed in costs in order to be summed with structural results, expressed in economic terms thanks to the simplified Performance Based Assessment (sPBA) methodology.^Finally the importance of considering the resource-efficiency in construction sector is discussed, highlighting a possible way to measure it. The necessity to develop a research programme to consider the economic dimension of this aspect in order to include it in the SSD methodology is considered. Other possible options to ensure resource-efficiency in the construction sector through the re-use of building materials and the recycle of construction and demolition waste or the reinforcement of economic instruments are underlined.

Our buildings are ageing, posing an urgent need for renovation to achieve multidimensional European and international goals. Integrated renovation of buildings provides a unique opportunity to create a safe, sustainable and inclusive built environment, as it lies at the nexus between European policies on disaster resilience, energy efficiency, circularity and social cohesion. The pilot project 'Integrated techniques for the seismic strengthening and energy efficiency of existing buildings' promotes this holistic view of renovation, provides scientific support to building renovation policies in the EU and encourages their further development. This science-for-policy report summarises the main outcomes of the pilot project. Existing seismic, energy and combined/ integrated renovation technologies were reviewed. A simplified method for assessing the benefit of combined renovation was proposed and applied to representative buildings. An integrated framework was developed for regional impact analysis. Seismic risk, energy performance and socioeconomic aspects were assessed throughout Europe to identify priority regions and investigate renovation scenarios. Integrated renovation can save lives, energy and investments while reducing the environmental burden. Policy makers, EU, national and regional authorities together with practitioners and the public are the beneficiaries of this project.
