Many innovative freight delivery strategies and technologies have been proposed to address the future freight needs of Texas's growing population. Changes in both buying habits and a shift toward direct home package delivery threaten to dramatically change distribution patterns and increase the number of intercity and local delivery trucks on Texas Department of Transportation (TxDOT) roadways. Emerging freight delivery technologies such as automated freight vehicles and innovative operational freight strategies such as nighttime off-peak-hour deliveries to businesses are potential ways to better use existing infrastructure. Unfortunately, TxDOT and local transportation planners currently lack an established process to evaluate operational changes or technology applications needed to ensure continued, timely flow of commercial freight through the Texas transportation system. The primary objective of Phase I of this project was to establish process to evaluate freight operational changes or technology applications to ensure continued, timely flow of commercial freight through the Texas transportation system. This phase identified over 50 currently proposed freight strategies and technologies and evaluated them to determine which should be further evaluted for implemntation in future project phases.

Phase II of TxDOT 0-6837 investigated nine strategy/technology (S/T) areas recommended by the Texas Department of Transportation (TxDOT) at the end of Phase I. Researchers used the National Cooperative Highway Research Program (NCHRP) 750: Volume 3 Systematic Technology Reconnaissance, Evaluation, and Adoption Methodology (STREAM) evaluation method and other appropriate methodologies to assess each S/T area. The nine areas selected for further evaluation were automated/zero emission freight systems, freight rail public-private partnerships, alternative fueled freight vehicles, truck-shipper matching systems, port intelligent transportation systems, separation of trucks from automobiles, truck parking information systems, freight village facility development, and border advanced freight traveler information. The Phase II project expanded the understanding of the nine selected S/T areas using NCHRP-recommended STREAM process evaluation methods, informed the TxDOT project panel how evaluated S/Ts could address TxDOT freight planning goals and objectives, and identified test concepts and applications that could address freight system needs. Phase III will implement activities related to four of the S/Ts advanced by the panel during Phase II.

The research study “Pathway of Digital Transformation in Logistics” deals with today’s logistics challenges, which are increasing speed and the integration of real-time information for data-driven services, implementing new organizational and leadership structures as well as the need for finding approaches for cooperation with new actors such as start-ups or tech companies. Therefore, the study examines four thematic building blocks central to current developments in logistics: technologies, including platforms, and data-driven services as tools and leadership and organization, as well as open innovation as enablers. The research approach is twofold. First, we investigate the four topics by means of an online questionnaire answered by 120 international participants. Second, a Delphi workshop with 32 logistics experts from industry and LSP reveals further evaluations of success factors and barriers for future developments in logistics. The study describes findings how companies move forward on the path of digital transformation towards smart logistics by presenting and discussing best practice concepts and future developments in logistics.
