Thesis (M.A.) from the year 2010 in the subject Communications - Intercultural Communication, grade: Distinction, Anglia Ruskin University, course: Language, Identity and Policy, language: English, abstract: Assessment of the Language Education Policy in Austria and its Fitness for Purpose within the European Union The EU language policy, which is directly linked to the EU language education policy, has been constantly developing since the establishment of the EEC more than fifty years ago (Treaty of Rome, 1957). The Council Resolution of 31 March 1995 on improving and diversifying language learning and teaching within the education systems of the European Union made it clear that in language learning and teaching, as in education in general, the principle of subsidiarity applies. In this respect, this work examines the existing Austrian language education policy regulations and the country’s educational practices, in the light of the EU language education policy, focusing on the groups of Austrian nationals with German as their first language, non-indigenous minorities and Austria’s officially recognised autochthonous ethnic groups. The question of whether Austria adequately prepares pupils for the purposes of a multilingual social and economic interaction within the EU is equally considered. An up-to-date insight into the minority language education practice of a Burgenland-Croatian ethnic sample group is delivered, based on data obtained by self reporting questionnaires. The analysis shows that the language education practice for all three groups can be largely regarded as a successful implementation of the current EU language education policy and, therefore, as an adequate preparation of pupils for live within the EU. The major deficiency of the most numerous groups of pupils is the fact that the learning of a second foreign language is usually introduced only at the upper secondary stage. With regard to the ethnic groups, the largest deficiency lies in the unavailable legal protection of the Minority School Acts to all groups. As the case study shows, this legal protection provides for a guaranteed, soundly balanced, mother tongue and German instruction at the kindergarten, primary and lower secondary school.

This book proposes an innovative treatment of minority language policies, by looking at them as policy options that can be methodically evaluated. The author applies the analytical concepts and technical tools of policy analysis to guide the reader through a step-by-step application of notions such as effectiveness and cost-effectiveness, with particular reference to the European Charter for Regional or Minority Languages. The thrust of this book is deeply interdisciplinary, and links the evaluation exercise to sociolinguistic, political and legal considerations.

Bachelor Thesis from the year 2020 in the subject Pedagogy - School System, Educational and School Politics, grade: 2, ÖBV Pädagogische Hochschule Wien, language: English, abstract: In dieser Arbeit soll herausgefunden werden, ob die Einführung einer bilingualen Volksschule für alle Kinder sinnvoll wäre. When you take a closer look you realize that five out of the eight Austrian neighboring countries have another official language than German. Knowing that there are 24 official languages in Europe it is obvious that the EU wants its citizens to learn as many languages as possible. English is a universal language which is used to communicate with people who do not speak each other’s first languages. Being able to speak English is a skill which is not only helpful to have a successful school career but to have success in life. Elementary schools are primarily responsible to introduce and teach English to all children. Most bilingual elementary schools are run completely or partly private which makes it impossible for families with lower incomes to enroll their children in these private bilingual schools. Wouldn't it be great if every child in Austria could get an education in both English and German in their public elementary school?

The European Language Portfolio aims to foster the development of learner autonomy, intercultural awareness and plurilingualism. Teachers of particular languages working on their own can use the ELP to promote learner autonomy, but the goals of intercultural awareness and plurilingualism invite us to use the ELP in all foreign language classes at all levels in the school. The guide introduces the language education policy that underpins the ELP, explores the key concepts that it embodies, and explains how to plan, implement and evaluate whole-school ELP projects. The ten case studies published on the project website illustrate various dimensions of ELP use and include practical suggestions and activities for teachers and learners.

This book deals with the spread of English as an academic language in Europe and in particular its use as a language of teaching. First, it depicts the historical development of the rise of English in academia in the course of the 20th century. Then it focuses on its more recently acquired function as an additional language of teaching at university level. This comprehensive survey of European countries, but mainly the present and future member countries of the European Union, shows to what extent English has made inroads as a language of university teaching, but it also provides figures on French and German and occasionally other languages in the teaching function. An in-depth study into the new International Study Programs in Germany reveals both. Contents: History of the rise of English as the dominant language of science - Comprehensive Survey of the use of English and other languages of university teaching in non-Anglophone European Countries - In-depth investigation of the new international study programs in Germany - Problems and trends in the use of English and other languages of university teaching.

The ECML's Languages for social cohesion programme (2004-2007) involved approximately 4500 language professionals from Europe and beyond. This publication focuses on key developments in language education promoted through the work of the European Centre for Modern Languages of the Council of Europe (ECML). It serves three main functions. Firstly, it summarises the ECML's contributions to fostering linguistic and cultural diversity in European societies. Secondly, it contains the proceedings of the ECML Conference, held in September 2007 at the University of Graz, to communicate the results of this programme to the wider public. Thirdly, it provides a preview of the projects which comprise the next programme of the ECML (2008-2011): 'Empowering language professionals: competences - networks - impact - quality'. In this way the publication both provides an overview of current issues and trends in European language teaching and indicates perspectives for the future.

This book examines language education policy in European migrant-hosting countries. By applying the Multiple Streams Framework to detailed case studies on Austria and Italy, it sheds light on the factors and processes that innovate education policy. The book illustrates an education policy design that values language diversity and inclusion, and compares underlying policymaking processes with less innovative experiences. Combining empirical analysis and qualitative research methods, it assesses the ways in which language is intrinsically linked to identity and political power within societies, and how language policy and migration might become a firmer part of European policy agendas. Sitting at the intersection between policy studies, language education studies and integration studies, the book offers recommendations for how education policy can promote a more inclusive society. It will appeal to scholars, practitioners and students who have an interest in policymaking, education policy and migrant integration.
