Asylum to Action offers an alternative history of a libertarian therapeutic community at Paddington Day Hospital in West London in the 1970s. Helen Spandler recaptures the radical aspirations, as well as the conflicts, of the early therapeutic community movement, radical psychiatry and the patients' movement. The author's account of the formation of the Mental Patients' Union, the first politicised psychiatric survivors group in the UK, raises questions about the connections between the service user movement, therapeutic communities, critiques of psychiatry and psychoanalytic models of intervention. In particular, Spandler challenges Claire Baron's dominant account of the subject in her influential book Asylum to Anarchy. She points out that some of the key difficulties that beset Paddington Day Hospital persist in modern therapeutic community practice and, indeed, in mental health services in general. Arguing that these dilemmas require sustained attention, Asylum to Action also informs a wider analysis of the significance of social movements, social action and critical social theory.

This contributed volume examines the trend whereby the EU resorts ever more often to informal arrangements and deals with third countries in an effort to curb and manage migration flows towards the EU and facilitate the return of irregular migrants to their countries of origin or transit. The perceived success of the EU-Turkey deal provided a strong impetus for the continuation of this trend. The contributions collected and presented in this book aim to shed light on the implications of this trend for the EU constitutional order, the human rights of those affected by these deals, the third countries with which the EU cooperates, and the global refugee protection regime. They demonstrate how these deals raise more issues than they solve; by, for instance, sidestepping established Treaty rules and procedures, violating the human rights of those affected, and overburdening the nascent migration and asylum systems of third country partners. Refugee policy has failed frequently over the past decade, resulting in instability, terrible hardships and loss of life. This book is the first effort to review systematically the recent past and re-design policy to give fresh answers to old problems. Specific recommendations are made to re-conceive refugee policy to be more proactive and comprehensive as well as to re-organize how policy is formulated within and among governments. Refugee policy has not kept pace with new realities in international and humanitarian affairs. Recent policy failures have resulted in instability, terrible hardships, and massive loss of life. This book systematically analyzes refugee policy responses over the past decade, and calls for specific reforms to make policy more proactive and comprehensive. Refugee policy must be more than the administration of misery. Responses should be calculated to help prevent or mitigate future humanitarian catastrophes. More international cooperation is needed in advance of crises. Humanitarian structures within governments, notably the United States, as well as the wide variety of international institutions involved in humanitarian action must be re-oriented to cope with new challenges.

Wave after wave of political and economic refugees poured out of Vietnam beginning in the late 1970s, overwhelming the resources available to receive them. Squalid conditions prevailed in detention centers and camps in Hong Kong and throughout Southeast Asia, where many refugees spent years languishing in poverty, neglect, and abuse while supposedly being protected by an international consortium of caregivers. Voices from the Camps tells the story of the most vulnerable of these refugees: children alone, either orphaned or separated from their families. Combining anthropology and social work with advocacy for unaccompanied children everywhere, James M. Freeman and Nguyen Dinh Huu present the voices and experiences of Vietnamese refugee children neglected and abused by the system intended to help them. Authorities in countries of first asylum, faced with thousands upon thousands of increasingly frightened, despairing, and angry people, needed to determine on a case-by-case basis whether they should be sent back to Vietnam or be certified as legitimate refugees and allowed to proceed to countries of resettlement. The international community, led by UNHCR, devised a well-intentioned screening system. Unfortunately, as Freeman and Nguyen demonstrate, it failed unaccompanied children. The hardships these children endured are disturbing, but more disturbing is the story of how the governments and agencies that set out to care for them eventually became the children�s tormenters. When Vietnam, after years of refusing to readmit illegal emigrants, reversed its policy, the international community began doing everything it could to force them back to Vietnam. Cutting rations, closing schools, separating children from older relations and other caregivers, relocating them in order to destroy any sense of stability--the authorities employed coercion and effective abuse with distressing ease, all in the name of the �best interests� of the children. While some children eventually managed to construct a decent life in Vietnam or elsewhere, including the United States, all have been scarred by their refugee experience and most are still struggling with the legacy. Freeman and Nguyen�s presentation and analysis of this sobering chapter in recent history is a cautionary tale and a call to action.

This open access monograph provides sociological insight into governmental action on the administration of asylum in the European context. It offers an in-depth understanding of how decision-making officials encounter and respond to structural contradictions in the asylum procedure produced by diverging legal, political, and administrative objectives. The study focuses on structural aspects on the one hand, such as legal and organisational elements, and aspects of agency on the other hand, examining the social practices and processes going on at the frontside and the backside of the administrative asylum system. Coverage is based on a case study using ethnographic methods, including qualitative interviews, participant observation, as well as artefact analysis. This case study is positioned within a broader context and allows for comparison within and beyond the European system, building a bridge to the international scientific community. In addition, the author links the empirical findings to sociological theory. She explains the identified patterns of social practice in asylum administration along the theories of social practices, social construction and structuration. This helps to contribute to the often missing theoretical development in this particular field of research. Overall, this book provides a sociological contribution to a key issue in today's debate on immigration in Europe and beyond. It will appeal to researchers, policy makers, administrators, and practitioners as well as students and readers interested in immigration and asylum.
